Weird temperatures

I'm playing right now in a cold biome, on the border between a savanna or shrubland and a high mountain range. The ground is littered with murky pools which stay frozen year round. But it rains most of the year except the dead of winter - but even while rain is falling from the sky for 10-11 months, the ice does not thaw. What's up with that? Is it normal?

Yep.

I've played glacier maps where it rains too and the glacier doesn't melt.

Totally normal.

You'll need to heat those ponds from below if you went any use from them.
