If that ICARUS unit found them right away, and for that matter was ordered to fight them. And if it wasn't one of those attacks that is composed of a bunch of little attacks and therefore is more affected by dragons' Hardened Scales ability. And if there was only one of them. And if there weren't ones stronger than the one you fought. Younger dragons, perhaps.
Also, it turns out "waterproof" robots are a bit less proof to water actively being controlled by hostile parties.

I wouldn't call an armor piercing, depleted uranium bullet a little attack. So whilst scales would be more effective against it than a single catastrophic hit, they're still getting shot.

One, how so?
Two, that takes a hell of a lot of bullets. I get that million-rounds-a-minute thing, but if there's enough force behind them to affect the trajectory of a good-sized dragon there's enough force behind them to also screw up the little ICARUS's aim.
