Have you ever seen the series? There is gunpowder, but titans are usually fought with swords, at least with the scouts. And aircannons that make you go around the city like spider man. There is a wiki for AOT, googling it would probably give you enough information.

((Hello everyone, I've just been reading this and it's honestly been very entertaining, but I'm a little confused as to where the Scout HQ is. I'm guessing that it's outside of Wall Maria (which I believe is the outer-most wall) but in the first episode of AoT they try to (unsuccessfully) kill a single titan so they can set up the first base outside the walls. I'm guessing that the Scout HQ counts as a base so in this universe did they manage to kill the titan and make the base? Did the titan simply never exist and they just went ahead and built the base? Is this supposed to be after the events of Shiganshima's fall but it didn't fall and they eventually managed to build the base? Does the Scout HQ for some reason not count as a base?
Why is the HQ outside of the walls anyway? A regular base outside would make sense for obvious reasons, but a HQ? There are many problems with having the HQ outside:
- The commander would have to go in-between a horde of titans every time he went to get new recruits. Based on his reaction at losing some of them, it's a wonder he hasn't gone insane from losing so many kids.
- Any new recruits would have to make their way to the HQ, which as we've seen tends to promote high mortality rates (eaten, suicide, crashed into a tree) and above-average (for Scouts, even) levels of PTSD/outright insanity.
- Supplies (probably food and water, definitely gas, blades, medicine, etc.) would have to be sent from the walls many, many kilometres out to the HQ through Titan-infested territory, all while carrying heavy supplies which would hamper their ability to move.
- Assuming the HQ isn't the only outside base - or if it is, that it's the only Scout base - it would be difficult to coordinate movements between Scouts of different bases, seeing as how all messages will have to travel far through Titan territory. This goes the same for relaying messages to people within the wall.
- Simply moving around outside of the base would be a risk because of the Titans.
- > Assuming the base is big and obvious enough to attract Titans.
- Unless the Titans are routinely killed off, they would make it extremely difficult to get inside the HQ over the walls (tunnels could be a thing) and the sound of so many titans surrounding the walls would heavily demoralise the soldiers inside.
- The Scouts probably couldn't make the walls as big as the main Walls, which may allow the surrounding Titans to damage it. Repairing the walls would require the titans to be killed off (cannonfire requires ammunition and is loud enough to attract titans, and manual killing is dangerous and also requires gas and blades), wall-repair materials to be available, a large chunk of time would need to be reserved to repair it, and it could be risky even with all the requirements met:

I reaaally ought to play as a Tactician JUST to point out all these logistical flaws to the commander.
My guess is that the base was new, and someone (not necessarily the commander, could've been the king or some noble) got a little too ambitious and thought that making it the HQ would increase the speed that outer-wall territory was gained.
Alternate theory: a titan shifter ordered the Scouts to make the outside base their HQ, seeing the problems but ignoring them because he/she hates the military/Scouts/humanity/whatever.
How big is the HQ btw? How tall are the walls? I doubt they're as big as the Walls. If they were only built to prevent access to the tallest normal Titans - the 15-metre class - then they probably won't be able to stop the άber Titan (30 metres was it?) from making its way inside and slaughtering everyone, or just breaking a hole in the wall a-la the Colossal Titan.

EDIT:
The base that eventually became the HQ used to be safe because of the Tall Trees and low-to-no Titan activity around the area, making movements between the HQ, other bases, and the Walls fairly risk-free. It's only now because of the άber Titan that more titans have started appearing. This makes sense because, again, Commander Tobias would've gone mad ages ago if recruit casualties were always this high. He obviously hasn't so casualties must've been pretty low up until very recently. If I've read everything right the άber Titan only started showing up very recently as well so the likelihood that these two events are tied is very possible. It manages to solve a lot of plot holes and could possibly give a long-term goal for Scout Players (kill the άber Titan). It would obviously be very difficult seeing as it's half the size of the Colossal Titan, but Players don't choose to play Scouts because it's easy.
