i have a bunch of items around my fort that have an owned by tag under their description and they don't get dumped or put in stock piles. how do i clean these things up?

Magma, or kill the owners, quite possibly both. These clothes are probably worn out so much that they can no longer be worn. Only the owner will touch them, and if the owner dies, then any family inherits it (if they exist), otherwise they become unowned again. I tried cabinets in their rooms, but once the clothes were worn all the way out, I never got them to put them away again.

so basically i cannot do anything but leave them lying around them? since they are undumpable

You may try building cabinets and coffers in owner's room's, they may eventually grab their stuff and put it there. Making them idle will help them notice their items.
