You have too many stat points. 13+9 implies you are level 4 instead of three. As it's every level up is +3 stat points, thus you should be 13+6. Same with Spell points. you should have 6+6, not 6+9.

Oh, derp, level 1 doesn't count.

Apologies for the doublepost, but Thom's abilities were never pinned down.

Spoiler: Abilities? (click to show/hide)

Acceleration:Thom speeds up time around his target, causing all over time effects effects to tick three times, and also allowing the target to take two (if enemy) or three (if ally) actions.  Actions can be converted to movement.
Deceleration:Thom slows down time around a target, preventing DoTs/HoTs from ticking as long as he holds time off.  The target cannot act for the duration of this effect.  Channeled.  The target can be healed or harmed by regular attacks normally.  Cannot self-target.
Rewind:Thom reverses the arrow of time for a target (and all their stuff/blood/viscera), reverting them to the state they were in on the previous turn.  This is a taxing exercise.  Thom may, at his discretion, preserve the memories made in the turn, unless the target is currently dead, in which case they do not remember the moment of their death.
