They're (roughly) Futhark runes ;) used by Scandinavians and Anglo-Saxons (so, yes, these runes or runes very similar to them would have been used for Old English) before they adopted the Latin alphabet.

Last I checked, none of those runes are in Skyrim. Skyrim's Draconic looks somewhat like this: .l. :/. \'' /'l

Well not as the draconic language, but there's a ton of them. He may have spotted them somewhere else, maybe even in a mod.

That being said, I don't recall finding them anywhere in Skyrim, either, and I've made it my mission to see everything.
