Should gun ownership rights belong to the original design, or should revisions create "new guns" with individual rights?

One design, one right - a gun and all its revisions only belong to one person at a time.
Each revision creates a new gun with rights different from the original.

GM NOTE: This is the first edition of the ruleset I'm using for this game.  I've done my best to balance things, but it may turn out to be unbalanced during play.  I may need to tweak certain values as the game goes on, but I will generally preserve any judgements I've made previously.

After careful consideration, Weapon Production Lines have had their cost increased from $125 to $150.



Winter, 1918.  Design Phase.

The Great War has just ended.  Nations are picking up the pieces still, and those caught in the crossfire are still putting their lives together.  Soldiers have all gone home and the scars will last them the rest of their lives.

Meanwhile, the post-war economy in Occasio is booming.  Numerous foreign companies have purchased Charters to permit weapon production, and the iron furnaces are working overtime to meet steel requirements.  Real estate has skyrocketed as entire blocks are bought out and converted to workshops, and already numerous contracts have fluttered down from foreign nations.

It is the Design Phase.  Several contracts have been posted; they will persist until their Due Dates have passed.  Remember, if you accept a contract, you must provide the requested shipments by the end of the Due Date.  It's recommended you discuss contracts with your fellow players before accepting, lest you find yourself defaulting.  Additional contracts may be posted each Winter, so be sure to keep an eye out!

Parvus is one of the new countries to spring out of the Great War Peace Treaty.  Without much in the way of weapons (and even less in the way of money), they are seeking a reliable rifle with which to arm their militia.  The rifle does not need to be accurate, but it must be reliable, easy to clean, and simple to repair.  As most of their militia is unskilled, ease-of-use is a key factor.  Some of Parvus’s neighbors are much larger and…more aggressive, so it would be nice if the rifle had all the other features a modern rifle should have (accuracy, stopping power, rate of fire, etc).  However, the most important feature is a weapon which they can keep functional for years on end…at least until their economy can get its feet under it.

Socialas is a splinter of the Russian Empire, which is currently embroiled in a lengthy and bloody civil war.  However, the Socialas government has already adopted Marxist-Leninist ideology and declared its independence of the whole bloody mess to their north-east.  The threat of anti-Bolshevik rebellion looms present and near, so the “Socialas Party Police” (oblivious to the ironic English translation) require weaponry for their officers.  A pistol capable of “conveying the superiority of the Socialist Communist party” is what they’re looking for.  They’ve also specified that the pistol needs to be impervious to jamming, and be capable of operating when pointed downward at a 45° angle.

The country of Mariti is a primarily coastal nation which inherited a large portion of the navy from their dissolved parent country.  The narrow sea is predominately ruled by patrol boats and destroyers, but the Mariti Naval Office has a cruiser undergoing construction as we speak.  With air power becoming more of a threat, they’re looking to experiment with heavy machineguns for AA fire aboard their ships.  Weight is not a concern, but they are looking for weapons which can fire for sustained bursts and hold up under the punishing conditions of extended periods at sea.

Imperiosa is a child of one of the dissolved countries on the losing side of the Great War.  They’ve emerged relatively unscathed from the conflict, but the rather grueling peace treaty forbids them from weapon production and arms stockpiling.  This makes it difficult to, say, arm their police or other peace-keeping officials.  They’re looking for a semi-automatic rifle with which to supply their non-military forces, in order to maintain peace and protect their people.  The semi-auto rifle should be accurate with at least a 5+1 magazine, and the standard infantryman should be capable of field-stripping the weapon under combat conditions and in muddy trenches.  That’s not to say it will be used in such circumstances; it's just a nice thing to have, of course.

Our initial proposal is 150% of unit price. (Ie, if you are selling 10 shipments for $100, unit price is $10, and our fee is $15 per shipment) We are aware that there is no precedent set for Subcontractor work yet, so we are willing to negotiate.

(( Do I understand it correctly that each company begins play with a production line and ammo press both or will we have to acquire one before we can produce arms? I may be misinterpreting the company sheet stating 'Production Line #1: None' --- Regardless, here at GERHARDT & SONS, we have every desire to design a new safeguard for our new motherland of Pavus! Even if we don't end up getting their contract. . . It's the thought that counts right? ))

Rifle Design:  PARVUS PRESERVER '18
7.92x55mm ammunition
Chambered in the regionally common 7.92x55mm, Gerhardt and his boys bring you the PARVUS PRESERVER '18; a design concocted by the big mustachioed man himself during his service in the Great War as his personal 'dream rifle'. No complex feed-mechanisms to be seen, the PARVUS PRESERVER '18 bears a single recessed and removable revolving cylinder with as much excess weight of solid steel bored out, leaving room for 7 chambers for those lengthy 7.92x55mm rounds to fit snugly in. The double-action firing system leaves little room for error in the hands of the laymen, a single pull of the trigger sends the barrel to the next index and setting up the user's next shot simply and quickly. Optionally the PARVUS PRESERVER '18 can be affixed with a single-plate steel shield upon the stock intended to keep a greater portion of the user's body-profile from being exposed to small-arms fire, the more important purpose is to grant their wielder a potential sense of security with a Gerhardt & Sons rifle in their hand. Similarly the optional shields come with a standard stencil for painting on the Pavus coat of arms. the PARVUS PRESERVER '18 is intended to be sturdy and simple, much like its designer.



STATE OF THE COMPANY

It is clear that with their upcoming design, GERHARDT & SONS wishes to take on the Parvus Armory contract despite its significant order. It is not a secret that Gerhardt himself is a Parvus national who fought for the country's right to exist during the Great War, and thus is seems that the man has much to prove in his continued fight for Parvus. It would likely be very easy to negotiate a cut of the profits significantly in favor of another company or two should they join to aid in their noble cause, and without a doubt Gerhardt will be personally searching for collaborators amongst the many companies of Occasio, should they be seeking to enrich themselves with such an endeavor.

You get to keep the design afterwards, so it's an okay incentive to get into the business. You're not going to get anywhere if you don't intend to become a pistol merchant (or sell to someone who is), though.

How strict are the categories? If I made a 20mm offering for the HMG would they be like "No this is an autocannon it doesn't count" or would that be in parameters? If I made a pistol design that functions closer to an SMG would it be refused as an SMG or would it count as a pistol?
