How do low temperatures affect things?

I'm trying to make a fort in a world with the temperature maximum set to -999; accordingly, I've gone through a string of failures relating to extreme hypothermia. I'm aware that dwarves freeze to death on Outside Light Above Ground tiles in about five days, and apparently their posessions disintegrate in seconds (the wagons break, apparently, leaving me with a stack of frozen booze and little else), but are there other effects? What is the significance of the "cold" marker when I try to designate zones?

Incidentally, do animals brought by elves in freezing biomes still arrive frozen? I've been thinking of regenerating a world with elf-friendly zones, but if all they're going to bring me is frozen meat I don't see any real point.
