Title: Possible bug, Archery and bolt C/T selection

In .14 I've noticed that my marksdwarves often ignore the squad equipment designation for bolt materials.  I have metal bolts set for combat and bone bolts set for training, but every now and then I'll see a dwarf shooting with metal bolts at the archery range.  This didn't happen to me in .12 (I skipped .13).

Actually, yes it did - you just didn't notice it. The C/T selection is completely broken in all 0.31.xx versions.
