No. At most you can keep him imprisoned.

The only creatures you can "enslave" are the ones with pet values. None of the civilized races has a pet value.

If he was a visitor, it may be possible to release him in an enclosed environment, wait for him to petition for citizenship, then just give him whatever jobs you don't like.

The probability of a petition is rather low, as most visitors do not petition (and mercs only petition for residency, but never citizenship).
Are you sure the human is a visitor rather than a were? Weres are trap avoid, but when they turn back they are not (unless their base form is kobold or gremlin), and the flee in confusion and shame. If they've made it over the cage trap line as weres they'll get caught while fleeing.
The other ways to catch visitors in cage traps is through dodge, unconsciousness, or webbing.

You can steal his valuables (all his clothes, weapons etc) in this state of vulnerability, afterwards i recommend turfing him out into the wilderness or dropping him from a great height as a 'accident'.

Put him in a pit 'till he goes mad.

Do humans get unhappy thoughts from being naked, just like dwarves? Research it and lock up the human in a room with plenty of food and drink, stripped naked. Does the shame drive him mad? How long does it take? Science demands to know.

Yes, I believe other races are affected by shame etc.
