Should gun ownership rights belong to the original design, or should revisions create "new guns" with individual rights?

One design, one right - a gun and all its revisions only belong to one person at a time.
Each revision creates a new gun with rights different from the original.

Sell 3 AI M27s and 6 shipments of ammo for it to civilian law enforcement

The two friends cheer, along with their workshop employees as Dowers reads off the one, no, two reply letters declaring they got a contract for both of their firearms! Soon enough the presses get to work on rifle ammo while the lines piece together their revised rifle. Dowers pulls Tommelson off to the side to discuss the matter of the pistol contract, wanting to make sure they impress upon the police force. They are trained better than the average officer no doubt, which is why with this in mind, his revision for the PPF-29 focuses not on the failure to feed issues, but rather the trigger pull. These men are trained professionals so they would surely keep their weapons maintained, and unlike the army, they won't be throwing it down in the middle of a muddy trench. What could make or break the TD-WMP name though... Is a secret service officer having to struggle with the trigger pull and losing his life, or the life of a VIP, over it... Tommelson agrees, and the next revision is planned for the PPF-29, the Contract Holders being informed of the revision to make sure the upmost care is done for their soon-to-be concealed service piece, assuring them it will still arrive on time as planned, and better than the previous design they already agreed to.

Issues being addressed: 2. Additionally, the trigger is quite heavy, requiring about fifteen pounds of pressure to cock and release the hammer.
Attempted solution: Polishing and proper factory lubrication of the internals as a first step. Followed by slight reworking of the hammer mechanism to allow the trigger more leverage, and therefore, less pressure required to pull it all the way back.

Clarification: Rohnmohal's weapons and ammo stockpiles have been seized in addition to their cash stockpiles.  It is assumed they completed the last contract they accepted before being auctioned.
