The chain is on level 152, the cow is on level 151 below the chain (and one square to the right). It seems chains don't respect the floor.

I suddenly got the image of a dark underground corridor, with slight creaking noises echoing down it as a cow, chained to the ceiling, swings lazily back and forth, mooing from time to time.

Maybe it is because there are stairs right next to the rope?

Yeah, it's the stairs. It probably doesn't take the floor into account, so the cow just walked down the stairs and is still considered next to the rope.

ive had a situation like that too... its pretty convenient to have 8 chained war dogs have access to your whole central stairway though... but this should be fixed ;P
