For every big bad supergenius supervillan, there is a Dragon that ensures their success, solidifies their power. Claris, aka "Wraith" was that person for the mastermind Hector Zachaway, aka "Dr. Deathray". Although Hector was technically brilliant, he was tactically inept, and never made it big. But things changed when humanity got into a fight with the Rasevi. Hector may have had a tremendous desire for fame and power, but the Rasevi offended him to the core, and he agreed to team up with the JDF to stop them, and Dr. Deathray was insturmental in designing specialized weapon systems to penetrate the Rasevi's unique shielding systems. This success gave him fame, respect, a full pardon, and an offer to make the temporary alliance a bit more permanant. A chance to have everything he wanted, legally. He just had to cast off his old ties to do it.
The following sting operation upon Hector's operation crushed the organization. Wraith made it out, partly because the operatives sent to catch her were halfhearted about it, most did not. And Wraith was... unhappy... about the action of her former boss.
Wraith had made some friends among the JDF while they had worked together, and she still had her underworld contacts. so she called in a few favors, and completely disappeared.
She came back just for this, showing up on Project Buckler's doorstep with a single phrase.

Alias: Wraith
Backstory: Claris grew up in a rural home in the deep south of the US. She was the youngest of 7, and had major health troubles. Her mother, recently abandoned by her father upon discovering her pregnancy, had stopped caring for herself and took all kinds of drugs during her pregnancy, resulting in Claris being born prematurely, nearly stillborn, and she had to remain in the hospital for over a month after her birth. When she finally could go home, it wasn't her mother that picked her up, but her oldest brother, Paul Stevens, instead. This was just the start of how things went for her. She was frail, often ill, and had huge medical costs she put on her already quite poor family. And this built resentment against her from them. As the years passed, this deep-seated resentment of her, of how she had made her father go away by being born, of how she kept her family impoverished with medical bills and unable to ever have nice things, her constant need for assistance to do even basic things, made that resentment turn to hate. And it showed. Her family started actively avoiding her unless it was strictly necessary, they stopped bothering to look out for her and if she wasn't able to do things unassisted, they would just leave them undone until it got in their way. And while she was a teenager, after she was left forgotten out in the weather, she ended up getting sick again, but this time they'd had enough. They weren't going to be dealing with her medical costs anymore, and they weren't going to leave sickness lingering in the house either.
Catalyst: Claris got lucky that her abilities manifested when the did. Sick once more, feverish, and unable to stand on her own, she woke up being hauled roughly out of the family truck by Paul, but when she glanced around, she was neither home, nor the hospital. She was on a bridge over the river. And as she started asking questions, and without bothering to answer any of them, Paul carried her over to the side of the bridge, and tossed her over. As she tried to scream, instead spasming and coughing, Claris felt the wind stirring around her body, but it wasn't rushing past like it should have been. She stared down at the water below her, her death mere seconds away, and was afraid, her desperate mind pleeding to stay away. And, somehow... it worked. Held up by the air itself, her coughing fit finally faded, but her voice too hoarse to call out, she could hear her brother, who had never bothered to even look back after tossing her down, get back in the truck, and drive away.

If you want to go a different route for her its fine. I'm also okay if you want to skip ahead in her timeline, or introduce her as an antagonist to one of the heros.))

Stealth: 2 - As she grew more hated, Claris started to feel the need to hide and be quiet, to be as unobtrusive as possible and avoid angering people further. To not remind them that she's alive. So... she practiced. Only bothering others when she had to do so, in the vain hope it'd make things better.
