A Short Introduction:
I designed the system for this game to be story based, with bonuses given and most levels gained with story events. For example, if something killed your best friend, you could unlock another form powered by anger. Skills can be gained by interacting with each other and the environment, since I wanted it to be as fluid and story-driven as possible.
The Setting:
People die. Either they are rich or poor, americans or russians or whatever, doesn't matter, they all eventually grow old and die. The vast majority of them die from old age or sickness, never knowing what makes the world tick, and their ignorance is a blessing. Knowing that is a gift to a select few, but it is a gift you must take. You are one of the small, special group composed by those people, for you have been gifted with extraordinary abilities, whether they come from luck, genes, or sheer effort. The most pressing issue with having such talents is that kind of people doesn't like competition. And they like to make that point through enthusiastic, if exaggerated, methods. You may have been aware of that since you were born and raised, your family one of the few holding special powers within its core. Or you may be someone with power from ancient ancestors deeply rooted inside your body, only slumbering to be awaken when such is needed in a wave of frightening energy and destruction. Alternatively, you may be one uncapable of using magic or destroying objects with your mind, but instead you are backed up by hard training, determination and the finest techniques you could extract from experience.
Character Gen
You get twelve points to assign to the stats of:
-Strength, which determines just straight out power. Lifting boulders, punching through walls, it's all in here.
-Endurance which, unsurprisingly, increases how much you can endure. Wanna sprint for miles? Wanna survive nuclear warfare? Here's your answer.
-Agility determines dodging, sprinting speed, and precision strikes. If you want to be one of the nerve-cluster bashing, limb disabling martial artists, this is your answer.
-Spirit is the same as ki, chi, chakra, spiritual pressure, whatever you want to call it. Beams of energy, balls of power, this is vital to them.
After you have assigned your points, create three suggestions for skills. When I finalize the sheets, I will include a full description of your skills based on the background and stats of your character.
Attributes
Attribute bonuses use fractions. For example, your +1 bonus occurs at 6 points. At 3 spirit points, you'll have a 1/2 chance of a +1 bonus to an energy blast. Each +1 to rolls requires six points to achieve, so +1 is at 6, +2 is at 12.
A stat with 0 points implies in a -1 penalty.
Mechanics and character growth
Gaining Power
Power gain is determined by story events, such as training, investigating and fighting through enemy lines. To explain it simply, were you resurrected recently? That's a point or so. Did you just learn that you're the chosen one? That's quite a few. Hey, did that man just unlock your hidden potential? There's some more power points for you. Did you just train for a few years? You'll gain some power! So, in short, if a plot or character important event occurs, chances are, you'll gain some power.
Benefits to Gaining Power:
So, what are you going to do with all this new power? Well, it's just like any other RPG, you put it right into your character. You can either give him a boost, his powers a boost, or give him a shiny new power, for three points.
Skill Stats:
Skills also have their own stats. Each power point is worth three skill points. Skills have three stats, Power, Range and Speed.
For example, if you boosted the power stat on a skill that stuns them, it would stun them for longer. If you did the same to a martial arts technique, it would become more powerful.
Emotional Power!
Keeping with the story and RP driven gameplay, your characters mood will have an effect on his or her performance. For example, Ricardio is fighting the man who has killed his father. Due to his hatred for the man, his aggressive rolls gain power, while defending himself is more difficult, so he may require his teams assistance. However, if he was fighting his mind-controlled brother, he would suffer penalties to offense, and it would be best for his teammates to take over.
Items:
Items are pretty generic in this game. There's equipment, which gives a permanent bonuses and give abilities, and one use items, which can give bonuses or allow actions.

When not wearing military clothing, he is seen with longcoats (usually black) over buttoned shirts and black pants with matching black boots.

Alexei was born to a family of military enthusiasts and shared his time between intensive studies and a hard military training. He was trained as an Spetsnaz and further: he was beaten, deprived of sleep, ran miles through the night, crawled through blood, was stabbed and got shot to experience the pain and learn how to stay calm during critical situations. His accuracy and resilience were throughly trained, as were his swimming, sprinting, dodging and anything related to the military activity, which had the desired effect of turning him into a flexible operative, ranging from being able to shoot a target miles away from him with a Dragunov sniper to making a good lunch out of anything he may have at hand.
His body was riddled by scars in several sections, even though damages to parts of the skin usually left uncovered were avoided, in order to raise less suspicious about their nature and his family's objectives. His efforts are difficult to pass unnoticed due to his capabilities both in the physical and intellectual field when compared to average people. The physical area usually surpassed his other specialities, although his familiarity with mechanics and engineering (mainly for military purposes) also got him to be admired by some of his peers.
Even if part of his "clan" happened to be ignorant towards the world of magic and danger which crept in the recesses of the modern society, a good amount of them still knew what lurked deep within the confines of mankind. And so they trained him accordingly in subtle ways, even if he did not realize that.
All the process was undergone by him with a stern determination, with Alexei striving for perfection as much as his family did, turning into what could almost be called the perfect soldier in the measure of his young age. The excess of "thinking outside the box", however, still allowed him to retain his character and manners, not being limited to a simple puppet whose strings could be pulled at anyone's will. Up to this day he strives for perfection, being backed by his family's military and financial divisions with enough money to life without much trouble and enough technology to never stop pursuing the mastery of new tools of war. His fighting style reflects his training, and he is adept of dodging and making use of cunning tactics during direct combat as well as sniping targets from afar. In close quarters, he is an adept of Systema and other martial arts as well as possessing admirable skills with melee weaponry. Aside from that, he is a Combat Pragmatist with an overall sour worldview at times. Pragmatism meaning he does not shy away from opportunities to fight dirty and achieve success through the best route, even if it would mean less than honorable paths.
Unfortunately, his training is not over, and his abilities are still considered lacking when compared with other members of his family, only pressing him further into the journey for constant development. He is young, and it will only be a matter of time until he can finally achieve the ideal of a true operative.

He moved overseas to pursue this dream job after gaining a relevant degree in particle physics. This changed when the phlebotonium meteor hit the lake, then washed on the bank. This led to him investigating, and subsequently touching, said meteor. He was knocked unconscious for several hours, and when he woke up, it was gone. He has no idea what it did or how, but noticed that his work seemed to be much easier.

She tends to dress in grey clothes, the better to blend into the surroundings.

Hang. That might be the definitive word of Ais's short life until now. Hang. Hang on to life, hang on to what is your's, and moreover hang other people who want to take what is your's. Her family lost its business via events involving the words 'embezzlement', 'legal', and 'aggressive M&A'. Her father tried to get it back, but failed miserably and obtained even more debt which caused the debt-takers to let loose its collectors on them. Since then, she has cultivated an individual, pragmatic, and most of all selfish worldview. Who cares if it's ungentlemanly (pah) to trap the area with neck-high filament wires? Will the people who stepped on illegal-by-multiple-global-conventions-ankle-mines file a complaint to the officer of post-mortem law? Fighting dirtier than the person who's trying to get her is the way.
Sometime around the age of 14, she realized an ability that was inside her, the ability to create and manipulate freely an invisible rope. Of course, she took advantage of it to ensure her safety even more than before; for example, she used a regular length of rope to trick whoever was the foe of the day to dodge straight into a invisible barbed noose.
At sixteen today, she is on the verge of realizing something very important: fighting by yourself will never get you to the top. What you need is an organization.
Until she learns that, she won't ever be at ease.

You walk down the street just outside of the mall of a small town. You turn to look at the decadence of the place. It is a two-story building lined with windows and made of some stone. People of all sorts wander in and out of it each within their separate groups. Before entering the building, you pause to recall your orders.
“Alexei. You are to find an empty property which you can purchase and create a cover business for our operations.”
Reaffirmed of your puropse, you begin pushing your way past the crowds to step inside. Within, it is equally garish, the floor made of brightly colored tiles, with what looks like brass defining the paths.
You wander through the mall, noticing that it seems to be somewhat wealthy, with most of the properties hosting stores or offices, but on the west side of the mall, there was considerably less traffic. That was where you would find the emptier properties, of course, so you head down to the west side, eventually picking a property with wood paneling and tile flooring.
The properties owner had posted their phone number on a sign out front, so you jotted that down, and began walking towards a pay phone you had seen in the food court. No need for anyone to be able to contact you, if you could help it.
You arrive at the pay phone, and begin rifling through your pockets, searching for a quarter. Just as you pulled out a small coin pouch however, a horrifyingly loud scream sounded from the restroom behind you.

You pull up to the local mall, in search of glassware to continue your experiments. As you pull up to into a parking spot, your car grumbles a little. You step out of the tired old machine, leaving it behind in the parking lot. With a sigh, you slam the door behind you shut, and trudge forwards towards the mall.
You barely pay the 2-story building any heed as you walk into it, nearly slamming your head into a white stone wall as you walk through the doors. Eventually, you turn your head upwards to scan through the stores, ignoring the clothing stores and restaurants, searching for a glassware store, to resupply on vials.
Your mark is found in a corner of the mall, just past the food court. Inside, the store is sterile and white, with a linoleum floor. The cashier within both looks and acts eccentric, constantly jittering, usually to adjust his glasses or check a price tag. As you leave the store, you sigh, relieved to finally be able to pursue your research once more.
However, as you pass through the food court, you hear a scream, shrill and horrible.

You sigh irritably as you pass through the malls doors, accidentally bumping shoulders with some others in the crowded entryway. Taking a route less traveled, you take a right at the food court, and walk into an antique building.
You take a look around the store, and see nothing but aged pottery, stained furniture, and another client, a tall, proud looking woman who is also searching through the store. Disregarding her, you start searching for your prize.
It's not there, so you walk up to the counter, and ask about the object. The man behind the counter smiles, and turns around to pull out an item wrapped in packaging paper.
“Yes, this is a very fine piece of merchandise. Some say it was used by Merlin himself...”
He leaves the statement open for your interpretation, and he unwraps the package, revealing a slim, silver mirror whose surface is crystal clear. You place a few bills on the counter, and place it back into its packaging, and leave the store. Though it's full power isn't yet unleashed, you can feel the energy leaking from it. Ais Lee:
The soles of your shoes beat out upon the pavement as you sprint down an abandoned alleyway. You can hear the shouts of the men tailing you, then a horrible scream as one of their throats snaps on your spiritual rope. They scream in panic. Presumably, they didn't know about your abilities.
You take advantage of their distraction to pull ahead, eventually sprinting out onto the street. Out in front of you is a massive white building, which is dominated by massive panes of glass for windows. Just as you begin to relax, another shout sounds off from behind you. You sigh heavily, then put on another burst of speed to get inside the building.
You push though the crowd, garnering a few irritated glares as you enter the building. Inside, it's just as white and well-lit, with planters holding palm trees forming a line down the center of the path. Hazarding a glance behind you, you see that your pursuers are having a considerably more difficult time with the crowd than you, so you meld into the crowd, and walk with the largest group, which happens to be borne towards the food court.
Once you arrive there, you sit down at a table and try to think about your situation. It doesn't look good, at all. However, your thoughts are interrupted by a horrible scream coming from the restroom.

Bio: Hashari comes from a clan of sorcerers. Legend has it that they gained their powers by breeding with demons; rumors say they still do. Hashari is one of the more stable examples on the deranged side of things- intent on honing her powers to godhood and with a tendency to cackle maniacally, but essentially human-looking and sane within her goals. She's left her home to experience and battle against the world, as is proper, as well as harvest whatever of value she can, as is also normal. Accordingly, she values strength above all else, but is also fond of the wealth that lets others know she's above them.

As you step out of the car, you are greeted by a tall white building which is dominated by a series of massive glass planes. You walk inside, joining a crowd flowing into the building. The crowd you're a part of flows towards the food court, but you break off and take a left into a more tattered area of the mall.
The hall is lined with stores of debateable morality and validity, such as liquor and gun shops. Ignoring them, you continue through the hall, eventually ending up in front of a battered antique shop. You push the wooden door open, and a bell jingles.
Inside, you see mostly mundane antiques: porcelain jugs, leather chairs and the like. Another client is in here, a scarred man, who seems to be in his own world. Ignoring him, you turn to look at the cashier, and enquire about an item you were seeking.
He flashes you the greasy, practiced smile of a merchant, and pulls a thin glass rod from under the counter. He points out a few runes and symbols engraved into the clear glass.
“I have heard, that this wand is what Solomon used to seal demons.”
You search through your bag, removing a wad of bills, and placing it on the counter. He hands you the wand, and you leave the store. While passing through the food court, you suddenly feel hungry, so you walk over to a small food stand and place an order.
After ordering, you sit down in one of the chairs in the center of the food court, and begin to sit and wait for your order. Your wait is interrupted, however, by a sudden, high-pitched scream from the restroom.
All:
All of you spin around to face the scream, which repeats again, popping your ears from its sheer force. A split-second afterwards, you saw something rush out of the restroom, knocking the door from its hinges and sending it flying into the food court. It smashes into a table, and recoils from the shock, standing still for a moment.
It stretches to its full height, letting you take a good look at it. Though it looks like a man, it's easily the size of a semi-trucks cab, and coloured with the pallor usually reserved for corpses. Bulging veins and arteries line its skin, which seems stretched to cover its immense proportions. Suddenly it screams once more, a horrifying, high-pitched whine which sounds more like speaker feedback than a human voice.

Appearance: Pitch-black straight hair, always well-tended and weaved into a braid at the back of his head. His eyes are of a clear and cold steely blue; his skin is fair and a number of scars may be seen on the skin of his strong, lean and agile body. He is very fond of berets and is almost seen with one perfectly placed at his head. When not wearing military clothing, he is seen with longcoats (usually black) over buttoned shirts and black pants with matching black boots.
Bio:
Alexei was born to a family of military enthusiasts and shared his time between intensive studies and a hard military training. He was trained as an Spetsnaz and further: he was beaten, deprived of sleep, ran miles through the night, crawled through blood, was stabbed and got shot to experience the pain and learn how to stay calm during critical situations. His accuracy and resilience were throughly trained, as were his swimming, sprinting, dodging and anything related to the military activity, which had the desired effect of turning him into a flexible operative, ranging from being able to shoot a target miles away from him with a Dragunov sniper to making a good lunch out of anything he may have at hand.
His body was riddled by scars in several sections, even though damages to parts of the skin usually left uncovered were avoided, in order to raise less suspicious about their nature and his family's objectives. His efforts are difficult to pass unnoticed due to his capabilities both in the physical and intellectual field when compared to average people. The physical area usually surpassed his other specialities, although his familiarity with mechanics and engineering (mainly for military purposes) also got him to be admired by some of his peers.
Even if part of his "clan" happened to be ignorant towards the world of magic and danger which crept in the recesses of the modern society, a good amount of them still knew what lurked deep within the confines of mankind. And so they trained him accordingly in subtle ways, even if he did not realize that.
All the process was undergone by him with a stern determination, with Alexei striving for perfection as much as his family did, turning into what could almost be called the perfect soldier in the measure of his young age. The excess of "thinking outside the box", however, still allowed him to retain his character and manners, not being limited to a simple puppet whose strings could be pulled at anyone's will. Up to this day he strives for perfection, being backed by his family's military and financial divisions with enough money to life without much trouble and enough technology to never stop pursuing the mastery of new tools of war. His fighting style reflects his training, and he is adept of dodging and making use of cunning tactics during direct combat as well as sniping targets from afar. In close quarters, he is an adept of Systema and other martial arts as well as possessing admirable skills with melee weaponry. Aside from that, he is a Combat Pragmatist with an overall sour worldview at times. Pragmatism meaning he does not shy away from opportunities to fight dirty and achieve success through the best route, even if it would mean less than honorable paths.
Unfortunately, his training is not over, and his abilities are still considered lacking when compared with other members of his family, only pressing him further into the journey for constant development. He is young, and it will only be a matter of time until he can finally achieve the ideal of a true operative.

Bio: A junior physicist working out of CERN, Navitas lived in a modest house near a lake in a fairly Rural part of Europe, the only company being his cat Iji. He moved overseas to pursue this dream job after gaining a relevant degree in particle physics. This changed when the phlebotonium meteor hit the lake, then washed on the bank. This led to him investigating, and subsequently touching, said meteor. He was knocked unconscious for several hours, and when he woke up, it was gone. He has no idea what it did or how, but noticed that his work seemed to be much easier.

Hang. That might be the definitive word of Ais's short life until now. Hang. Hang on to life, hang on to what is your's, and moreover hang other people who want to take what is your's. Her family lost its business via events involving the words 'embezzlement', 'legal', and 'aggressive M&A'. Her father tried to get it back, but failed miserably and obtained even more debt which caused the debt-takers to let loose its collectors on them. Since then, she has cultivated an individual, pragmatic, and most of all selfish worldview. Who cares if it's ungentlemanly (pah) to trap the area with neck-high filament wires? Will the people who stepped on illegal-by-multiple-global-conventions-ankle-mines file a complaint to the officer of post-mortem law? Fighting dirtier than the person who's trying to get her is the way.
Sometime around the age of 14, she realized an ability that was inside her, the ability to create and manipulate freely an invisible rope. Of course, she took advantage of it to ensure her safety even more than before; for example, she used a regular length of rope to trick whoever was the foe of the day to dodge straight into a invisible barbed noose.
At sixteen today, she is on the verge of realizing something very important: fighting by yourself will never get you to the top. What you need is an organization.
