The map of Zhou 279, Green Season

The civil war came to an end, but the land was divived. The new Emperor, young Zhou Liang, is merely sixteen years old, but the death of his father prompted him to take the throne.
And in dire and surprising circumstances, the five old Lords died off as well in the same year; the Lord of Han died from heart attack, whilst Lord Qi and Lord Yen killed each other during a drunken sword fight. In the almost same time, Lord Shu drowned himself in a lake while Lord Wu died after long illness.
And by the law of the Empire, their sons are now wielding their power to rule. But will they serve the son of the previous Emperor like their fathers? Or is it prelude to sudden change...?
After receiving the signed papers from the young Emperor, the young Lords arrived back at their estates in the Green season, 279 Year of Zhou Dynasty.
The advisors of each Lord presented them with the reports - first of many that were to come.
An emissary from Swampfolk arrives in Yen.
An emissary from Mountain-Dwellers arrives in Qi.

Food, food in abudance. But... not much more. While not dire, certainly not all that favorable either. After some pondering, he came to a decision;
"It seems we need to take steps in furthering our treasury... let there be a mint constructed. It shall be done in all possible haste - the money spent on it will be spent well indeed!"
Later that day, after much thought, another decision is reached for a different topic;
"On military maters, I hereby order the training of a detachment of crossbowmen - We shall not give the barbarians any leeway or wrong ideas."
Start construction of a mint.
Use the local building-materials to speed up its progress.
Start training a squad of crossbowmen.

The training of spearmen began as the emissaries left to the two neighbouring 'nations'.
They were back after two weeks.
"The dwellers of the mountains, my Lord, said, that they're currently interested in bronzeware and silk. All other trade goods aren't welcome in their markets, they said."
After that, the emissary to Horse-Nomads reported:
"My great Lord Qi, I visited the camp of the nomads' king, and they allowed me to stay for few days, but ultimately I couldn't even tell your proposals before I was told to leave."

Nodding to himself, the Head of House Léi sends out his diplomats.
"Let the Tigermen know that we would covet their spices. Send another to the Sunset-Peaks, asking about aquiring their carved jade instead. If possible, I would like to shower them with gifts of the only kind we currently can give... "
Send emissaries to the Tigermen and the Mountain-Dwellers, to gauge their intentions and willingness to trade.
If possible, let them be accompanied by a token of good-will, numbering 2 Food each. If impossible, forfeit this point.
Unless an immediate reply is needed, done with season.

The emissary to the Mountain-Dwellers was back within a week.
"The Mountain-dwellers say they would be interested in either fair amount of gold for their items from carved jade, or an exchange of those in return for our splendid bronzeware."
The trade advisor leaned toward Lord Shu. "My lord, I just have to humbly remind you, that we possess no marketplace to conduct trade, not to even mention enough gold nor a marketplace for the merchant to stop by."
As of emissary to the tiger-men, the border guards found his body in a lake near the border, after two weeks since he left the court.

Your reminder is amiably recieved, but speak not further, for I am aware of these matters. Painfully even. Then again, these things will hopefully be subject to change in due time. Change that needs to be directed, no? Either way; Our bellyies are filled, but the coffers are empty. I wager most would pick these state of affairs in favour of the reverse...
