There are sooooooooooooooooooooooooo many reasons why that could happen, but I don't think any are safe for family-friendly viewing. :P

We know. This is not a bug, nor is it the first time it's happened. Goblin civs seem to have about a 50/50 chance of having non-goblin leaders. What did you think the kidnappers were for?
