My god, that is amazing. Now the Kobolds:

Offerings frim [civ name]: Death
And how do you get offerings from a civ? Nobody except the goblins and kobolds have offered me anything, and I'm pretty sure they don't count.

The [civ name] is in fact YOUR civ name, not theirs. So the 'offerings' counts what you have offered them, not what they have offered you. It makes sense, because kobolds 'export' a petty annoyance to you, and usually are 'offered' death.

I do remember that I found them rather early on. Got a kick out of them, too.
However, I don't know if the "trade agreements" change to something similar if you piss off the other races, like elves and humans.
