Title: Weapon material upgrades.

Is there any way to get my military dwarves to drop their damn copper items and start collecting the fresh steel/iron items that I have started to produce?

Tell them not to wear armor; when they drop it, forbid it; tell them to wear armor again. Then you can unforbid the armor.
