So, one of my dwarves received a count's title, and I wouldn't mind too much, except it seems to have stopped my ability to get a count of my own, talk to petitioners for long-term residence, or conduct diplomacy. Has anyone else encountered this, and if so, is there a workaround?

Yes, this is normal. Won't stop you getting a count when you're ready for one.
Who's your leader right now? Mayor? Expedition leader? They'll all take petitions.

Mayor. I've got over a hundred dwarves, and I've had a bevy of visitors, but for the past two years the outpost liaison has shown up but not talked to my leader, and I've had no petitioners, despite having a dozen having asked to stay before this. If it's not the dwarf getting a noble title that caused it, I'm baffled.

Upload your save to the bug tracker. It's definitely not the other count. That happens to everyone and is a natural part of the living world (he inherited the position when the old count died). Leaving the fortress to take on official duties elsewhere isn't in (yet) so it seems a bit weird, but it is normal behavior.

The only reason I haven't submitted a bug report yet is that I want to make sure it's not something with the LNP settings or just dumb luck causing the issue.
