It is not the case.

Snake people in DF have no legs, nor do seal people.

Also, bird people have both arms and wings.

I highly recommend doing some value studies before getting too much into colour. Working in greyscale helps to get a hang of working in more than lines without the surprisingly difficult task of colouring well.

I also highly recommend doing some research and learning about colour theory, which is a significantly bigger area than one might expect.

Those two things are possibly the most important things I've ever done in learning to paint (other than practice, practice, practice, of course).

It is the nature of learning portraiture to absolutely hate everything you do for a while. Don't give up.
