Title: Artifacts in the wilderness?

Sometimes when I take a quest to retrieve an artifact, the quester says that it's in a region. Does this mean that it's in the wilderness? If yes, how am I supposed to find it?

It may be held by a figure who's roaming that region, it's also possible that a figure carrying the artifact died while wandering the region, in which case it will spawn on the ground randomly.
