I've seen today a dwarf contructing a wall from the inside diagonaly:

Well, dorf can build diagonally, but ONLY if they could have stood perpendicular to the building site, i.e. to the north or west of the building site in your case. If it isn't possible to stand in one of those two places and to get to them through a walkable path it's something new that hasn't been mentioned in the release notes.

Still on the old version, but if someone can confirm this has changed, I am willing to upgrade without TWBT being ready.

Likely hasn't changed. As mentioned above, it was always possible so long as an adjacent tile is available somewhere.

I just tested yesterday and dwarf can't build wall to a tile where none of the four adjacent tiles in cardinal direction is accessible. So this feature hasn't changed.

This example of diagonal wall building happens when two dwarfs start building at the same time and the orthogonal wall is finished first.
