Imagine explaining that one to the elven diplomats
"Well it seems you've exceeded your tree felling quota by a considerable margin... Care to explain?"
"We didn't chop them. No."
"But the trees are all gone."
"Gone yes, but we didn't chop or fell them, we flung more trees at them. You know, more trees is good."

I feel like exploded trees should not count against trees chopped.
In game, I'm not sure how it's counted. In theory you could clear your map of trees and not violate your agreement with the elves, if you have one.

When I had an... accident... with some lava the Elves were horrified, and definitely blamed me for cutting them down, despite the fact that they had actually burned down in a totally unintentional FPS-destroying forest fire. They elves consider us to be custodians of the land we settle on and in, and responsible for the trees whether we use axe, lava, or a ballista.

You'd think elves would be in favour of forest fires, seeing as they're entirely natural and support new growth.

it's a harder sell to pitch when you're explaining to the diplomat your magma cannon accident was a natural function of new growth

In-game, the projectile code explicitly increments the "trees cut down" number whenever a ballista bolt smashes a tree, so this is definitely "working as intended".
