Ok, new rule: If a player doesn't send in orders within 72 hours of a turn starting, their whole rice budget will be spent equally on defense of all their states (like an NPC.)
I will allow additional 24 hours grace this turn, since I just came up with this rule.

I'm pretty sure that's kind of the point - that if he had started at the beginning, he could have been using that ability all game, so he should be brought up to a relatively similar level.

@Max: Could I get one of those Non-Aggression Pacts?

I'm pretty sure that's kind of the point - that if he had started at the beginning, he could have been using that ability all game, so he should be brought up to a relatively similar level.
Main issue is Haspen's not a Confucian, but a Mohist like me. Granted, that could just be because Kashyyk is going the safety route and so not accumulating a Kingdom's rice.

Right, but everyone can invest rice. Investing ten rice (the starting amount) per turn = +2 rice per turn.

Going to be honest - I was planning to stall you here - although seeing that you failed in Yong I would likely have pushed one further to stall in Kui instead - out of worry over what Kashyyk is doing back there.

I was already in an alliance with Max, so.. And if I was doing that I would rush Zhou instead. From there I could attempt to break apart his continuous color. And if I could take Zheng I could force him to splinter.

Note that once you are a Kingdom, that can't be taken from you. Rice Bonus is permanent. Also I kinda expected you to fight as hard as you can. The Jin-Wu treaty is still active.
