Spoiler: Actributes, Passions, and Health (click to show/hide)

Actributes

Actributes are godly resources mostly spent for personal actions, attempting to flip their results, or managing actribute stresses/clouding. Spending actributes doesn't cost acts, so one or the other will probably be renamed. Actributes regenerate on their own over time and cannot be transferred or exchanged between different deities.

• Light is a deity's willpower and can be spent to endure various kinds of damage and avoid negative consequences from resisting one's passions or regained by giving into them. Light can be exercised by resisting Passions and can be abused by Eye effects or Noise entities.
  • Uses:
    • Resisting or going against Passions
  • Attacked by:
    • Despair
    • Losing someone/something close
• Might is a deity's strength and can be spent to attack/counter/soak damage in combat. Not spending Might reduces a deity's combat effectiveness considerably. Might is exercised in combat and can be abused by Eye tantrums.
  • Uses:
    • Brawling
    • Absorbing damage (in lieu of taking damage)
  • Attacked by:
    • Injury or threats of injury
    • Failing to protect charges
  • Possible clouding effects:
    • Heightened aversion to violence regardless of the aggressor
    • Paranoia
• Night is a deity's sneakiness and is spent to avoid detection or reduce Suspicion gain. Night is exercised through subterfuge (e.g. scheming and plotting with fellow deities) and can be abused by Eye attacks or interactions with Noise entities.
  • Uses:
    • Deception
    • Dodging/fleeing
    • Stealth. (Not using the Suspicious version of this action reduces its effectiveness; it's essentially a choice between player suspicion or Eye Suspicion.)
  • Attacked by:
    • Hubris
    • Excessive suspicion or Suspicion, scrutiny
  • Possible clouding effects:
    • Compulsion to become more fearsome than fearful
    • Inclination toward ham-fisted/ill-conceived methods
• Sight is a deity's perceptiveness and is spent to investigate things closely, search for things, or gain insights. Sight is exercised by searching for and spotting things and can be abused by Eye attacks or interactions with Noise entities.
  • Uses:
    • Searching
    • Pondering
  • Attacked by:
    • Incaution
    • Metaphorical or literal blindfolding
  • Possible clouding effects:
    • Delusions regarding how things work. (Potentially highly dangerous in gods!)
    • Denial regarding the object of a Passion

All actributes can also be spent in a number of Suspicion-generating ways:

• Light:
  • Intercede (low): Take the place of someone/something in trouble and assume the consequences thereof on top of the minor increase in Suspicion inherent to this action. Negative consequences may be reduced for well-stunted in-character intercessions.
  • Hang in There! (medium): Instead of losing a point of Might in combat, spend a point of Light.
• Might:
  • Smite (low): Smite an unimportant mortal.
  • Evil Eye (low): Slightly increase local Suspicion in a region.
  • Eyepoke (medium): Increase local Suspicion in a region.
  • Eyescream (high): Significantly increase local Suspicion in a region.
• Night:
  • Twist Fate (low): Shift odds slightly (typically ±1) for an action (including one's own action).
  • eyeCloud (medium): Ensure a secret action is secret. Secret actions performed without this will show up in public (even if the actor in question may not be immediately identifiable). Not needed for secret communications between gods.
• Sight:
  • eyePhone (high): Get a truthful yes/no/filenotfound answer from the Eye for something it was capable of witnessing.
  • See-Re (medium): Get a flawed description of a past event. The more recent, the closer to the truth.

Clouding

Actributes can become temporarily clouded as a result of snapping. While an actribute is clouded, it cannot be spent on any actions, and the unfortunate deity must assume some manner of dysfunction related to the actribute.

Hardening

Actributes can become hardened in response to various stresses and traumas. A god faced with a stressor with a level equal or lower than their hardening for the relevant attribute automatically succeeds avoiding its consequences.
 While some amount of hardening can be good for dealing with the horror that is everyone else's actions, too much hardening also deadens the Passions. At 10 total hardening across all actributes or higher, gods cannot invoke their Passions to secure advantage or a roll flip.

Actributes given a +2 or a +1 at character creation receive that level of hardening.

Treating hardening

Hardening can be reduced/dissipated through interactions with other gods or mortals. Participating in activities that affirm an actribute can strip away acccumulated hardening, but this gets more difficult and expensive as total hardening increases. The following are examples of suitable actions for treating hardening:

• Light: Participating in rebuilding efforts for disaster survivors, spending time (1 generic act) with one's Creature, conversing with sympathetic gods, providing therapy to stressed gods
• Might: Tending to mortals and helping with their work, mediating/successfully preventing violence
• Night: Eavesdropping Active listening, scheming and plotting planning heists in friendly company
• Sight: Consulting other gods, questing in a party, gathering experimental results

Actions taken on the material plane, particularly in populated areas, are not exempt from the usual Suspicion costs.

Passions

For some unknown reason, gods are not completely incomprehensible entities. In point of fact, they seem to have similar drives and motivations as common mortals. While acting in accordance with their Passions, gods can opt to get advantage on rolls or, once a turn, attempt to flip a roll.

• Obsession: Whether it reflects something a god enjoys or despises, an Obsession reflects some core anchor or want through which they see the world. A god can spend Light to flip their rolls when they relate to their Obsession in normal situations or resist their Obsessions in stressful conditions. Should they succeed, they gain a point of hardening as usual, but should they give in or not have enough Light, they will be forced to enact their Obsession three times over, spending hard sphere acts if necessary, or else become incapacitated.
• Rage: When a god has enough Light to spare, they get advantage for actions involving the removal of rage-inducing things. A god who has finally had absoutely enough of something has a final chance to spend Light to swallow their rage and harden a relevant actribute on a success. Otherwise, they will enter a berserk state during which they cannot do anything (including dodge) but attack or counterattack for at least a turn, blindly lashing out at the object of their rage or anything tangential to it, rapidly losing Night, slowly regenerating Might, and getting advantage until either the target has been dealt with, Night runs out (resulting in incapacitation), or someone or something incapacitates the rampaging god. Should a god enter a rage state with a spare aligned sphere act, they will additionally swap in their War Form incarna.
• Fear: In relaxed, non-pressing conditions, actions taken to avoid one's fears get advantage. When confronted with the object of their fear, however, a god may opt to spend a point of Light face their fears and harden a relevant actribute on a success, flee and rapidly lose Might while slowly gaining additional Night replenishment and advantage (for fleeing), or simply look on in horror, clouding the associated actribute for some time and forgoing other actions for a turn. Fear is not necessary to check for gods when there is only a possibility of a feared scenario coming up unless their respective players would like to have them react this way.
• Noble: As a bystander, a god gains advantage for rolls involving acting in accordance with this Passion. When a god comes across an opportunity to be their best self for something closer, on the other hand, they must choose to either attempt to suppress their Noble Passion, gaining a point of hardening on a success, or otherwise step in (or fail to suppress this Passion). At this point, they will begin expending Night and slowly gaining Sight and must act or intervene appropriately to the exclusion of all else until the Passion is satisfied, Night is depleted, or they are otherwise incapacitated. While overcome by their convictions, gods are immune to their Fear, Rage, and Obsession.

Incapacitation

Gods challenging their Passions or losing fights will end up incapacitated for a few turns. While incapacitated, gods will be unable to do anything more strenuous than a generic act each turn. Ordering affiliated Prophets and Priesthoods to recall their gods will help speed up recovery, as will having a high maximum Light.

Acts

Acts are godly power packets mostly spent on altering the world. They come in several varieties, all tradeable with other gods:

• Generic acts are always transient and are comparable to half of a sphere act.
• Soft sphere acts vanish after a turn and are aligned to at least one sphere.
• Hard sphere acts persist until they are spent. In ambiguously written actions, soft sphere acts will be deducted before hard sphere acts.

Generally speaking, spending acts increases personal Suspicion slightly.

Acts can be interconverted at significant losses as a free action:

• 3 generic acts -> 1 soft (aligned) sphere act
• 1 soft/hard sphere act -> 2 generic acts
• 2 identical soft sphere acts + 1 soft sphere act of any kind -> 1 hard sphere act

Obtaining acts

All gods receive a passive income of two aligned soft sphere acts per turn corresponding to their two spheres. To get more actions, gods can request sacrifices or ritual performances from their mortal worshipers if/when they get them. Any offerings must be thematically aligned to one or more of a god's spheres to end up as a sphere act; poorly aligned sacrifices or rites will instead end up as generic acts. It is advisable to install a loyal priesthood to ensure a constant stream of quality worship. It is also highly advisable to limit sacrifices or performances so as not to waste mortal resources.

Since sacrifices and rites can be dedicated to any number of gods, and sufficiently different sacrifices get counted separately for oversacrifice stress, there is no mechanical advantage to monolatry, and mortals will contribute acts to as many gods as they can scrounge up sacrifices or performances for.

Using acts to modify and/or destroy creations

Nonsentient, cooperative, or appropriately affiliated creations can be upgraded by supplying the difference in cost or downgraded for 1 generic act. Sentient and uncooperative creations or those affiliated with uncooperative gods, however, get a chance to resist which is handled through an attack roll with the following stacking modifiers:

• Thematic match between strengths/weaknesses, intended modification, AND sphere alignment: +2
• Uncooperative: -3
• Affiliated but not primary or backed by consensus: -1
• Not affiliated: -2
• Different tier: 0 to +8 (See 3d6 section)

(Unnamed mortals can instead be smitten by Might spending which bypasses the need for rolls.)

• Aligned acts can create (uninhabitable) astronomical features with subtle effects.
• Consensus can reshape the world, which is currently a disk centered on the Eye.
• Aligned acts can change if/how certain objects can generate astrological effects.
• The Eye is fast asleep.

Celestial combat

The last (or is it first?) answer of gods, celestial combat pits various grand entities like gods, angels, and Noise shards against each other. So long as it remains confined to godly planes, celestial combat doesn't generate too much Suspicion. Nevertheless, it's advisable to avoid it when possible because it's probably going to be close to rocket tag. As such, it would be better to try de-escalating and not just because poorly adapted PbP combat mechanics often don't work too well. Failing that, if you really can't get out of a fight, each round, an entity can take one of the following actions:

• Attack: Inflict a wound on success, miss on a minor failure, receive a to-hit penalty or give the other belligerent a to-hit bonus next round or self-inflict a wound on a major failure.
• Draw weapon: Not rolled. Make a weapon ready for use next round. As of now, there is no time penalty for drawing weapons from storage in one's home plane.
• Dodge: Not rolled. Forgoes other actions in favor of applying a to-hit penalty to most attacks.
• Flee: A very difficult thing to do when both combatants can teleport at will, but perhaps pulling in a sympathetic distraction could turn the tide.

Physical combat

Fighting in the material plane is generally the domain of mortals and Creatures, but the occasional angel, god, or Noise entity can join in the fun too. Of course, beings not native to the mortal world are likely to incur massive Suspicion on top of the massive collateral damage they're likely to inflict. Physical combat isn't terribly different from celestial combat aside from the little detail that most combatants are unlikely to be able to teleport. The following actions are generally available each round:

• Attack: Inflict a wound on success, miss on a minor failure, receive a to-hit penalty or give the other belligerent a to-hit bonus next round or self-inflict a wound on a major failure.
• Draw weapon: Not rolled. Make a weapon ready for use next round. As of now, there is no time penalty for drawing weapons from storage in one's home plane.
• Dodge: Not rolled. Forgoes other actions in favor of applying a to-hit penalty to most attacks.
• Flee: Somewhat easier to do than in celestial combat provided teleportation isn't involved.

As well, certain classes of combatants have access to certain actions, e.g. Prophets and banishment, which is distinct from a mundane attack.

Theological combat

The pen is mightier than the sword; it's cheaper or even profitable to turn one's enemies into allies. Unfortunately, this is mostly out of reach for the distant gods, so this form of combat is largely the domain of their most devoted followers. Even here, the enemy isn't always some rival god's followers. After all, the Noise can act on mortal scales too.

Spoiler: Equipment and artifacts (click to show/hide)

Unfortunately, despite their endless forms, beings from the lowliest mushroom to the most thunderous god can only wear up to four pieces of divine equipment each, one for each actribute. They are currently available in four tiers:

• Baubles/trinkets: Subtle/minor effects, e.g. glowing, slow self-filling, mood boosts
• Lesser magic items: Noticeable effects, e.g. self-aiming, sentience, charisma, strength, speed, up to one major feature
• Greater magic items: Major effects, e.g. summoning winds, starting large fires, spreading/curing plagues, granting flight, short-range teleportation, up to two major features
• Artifacts: Immense effects, e.g. altering weather, causing local earthquakes, waking up volcanoes, reshaping land, shielding entire provinces, up to three major features. (Since there are only two + slots, at least two of them would have to be the same type of feature.)

The primary actribute of a piece of equipment determines which actribute governs its effectiveness and should generally have some relation to its function (e.g. weapons->Might, armor->Might or Light, cloaks->Night, telescopes->Sight).

Major features:

Each instance of soft act storage/preservation allows the wearer to prevent a soft act from decaying for a turn.

Spoiler: The Eye and Suspicion (click to show/hide)

The Eye is a wrathful entity thinking itself the center of this little pocket of world. It predates the gods, and its direct attention is something to be avoided at all costs. Intervening too overtly in the world or acting in the same region too often are excellent ways to increase the Eye's Suspicion, which is counted at multiple levels:

• Personal Suspicion: The most dangerous kind, having a personal Suspicion above global (or worse, local) all but guarantees the Eye's retribution. Personal Suspicion is tracked for individual entities like gods, incarnae, servants, and named mortals.
• Local Suspicion: The background Suspicion for a specific region in the world. Local Suspicion is tracked for individual regions and godly planes. Hardier entities with high personal Suspicion may find locales with high local Suspicion good places to hide.
• Global Suspicion: The average local Suspicion considering all regions and godly planes. Although a high global Suspicion is likely to provoke a tantrum from the Eye, it does make it easier to hide.

Aside from fading over time, Suspicion can also be relieved by the Eye's outbursts. This may or may not be worth the cost... Making bad puns without getting caught by other gods is one way to reduce Suspicion. Catching bad puns is an even better way.

Spoiler: Incarnae and servants (click to show/hide)

Gods can work their will in the material plane by investing Incarnae and servants with divine power. They come in several varieties with different strengths and weaknesses, and most Incarnae cost 1 generic act to create/switch to, and each god can only have one operational Incarna at any given time. Servants are essentially mortal and are typically created by Incarnae but are theoretically unlimited in number. Once created, gods can send orders, standing orders, or other commands to their Incarnae and servants as a free action. Over time, Incarnae and Servants can acquire various skills/specialties.

Should Incarnae be defeated, their sparks will return to their patron deities' home planes for recreation or re-creation. Gods are not obligated to redeploy existing Incarnae and can always create new ones instead. Likewise, gods are not obligated to wait until an Incarna is defeated to switch to a new/different one and can always spend a generic act to switch Incarnae. (While the new one is deployed, the previous one is stowed away in the god's home plane; in the case of Creatures, redeploying an old Incarna skips the need for retraining.)

Incarna classes:

• Prophets: Mortals blessed or cursed with a direct connection to their patron deity. Although they are generally rather slow and extremely squishy (and tasty snacks for Creatures), they excel at handling mortal politics and reducing local Suspicion, and they can easily and rapidly train up entire priesthoods and banish heretic angels/archangels. Of course, care should be taken to avoid Prophet deaths, because the spark of the Incarna will be unavailable for redeployment until the previous Prophet's soul has been properly cleaned. Prophets are currently unavailable as there are no mortal civilizations to draw from.
• Creatures: Great beasts created for specific purposes. Their need for basic training, lack of speech, and inability to fend off unfriendly archangels is more than made up for by their physical (and martial) prowess, and even the holiest Prophet is nothing more than a delicious treat for the clever Creature.
• Archangels: Sharp-eyed manifestations of their patron deity's spheres. Banishable by enemy Prophets and expensive with an upkeep of 1 generic act/turn, Archangels are nevertheless hard to actually catch or pin down and can smite impudent Creatures. However, their true strength is in celestial combat against the Noise or possibly other gods.
• Monuments: Statues, totems, idols, trees, or other sessile constructs sacred to a deity. Monuments can neither speak nor move, but they have no particular weaknesses with respect to the other classes of Incarna. In a physical battle, the Monument would be difficult to destroy, even though it cannot strike back.
• War Forms: Direct manifestations of the gods obligated to speak in glowing text or else revert to their sedentary forms. At 1 sphere act/turn, maintaining War Forms is a horrible drain and also incurs quite a bit of Suspicion, and dying in one's War Form inflicts nasty (but thankfully temporary) actribute penalties in addition to the usual incapacitation. On the other hand, there isn't much in the world that can stand up to a god in their War Form.

Additionally, more expendable servant classes are available through a number of mechanisms:

• High Priesthoods: Heads of their gods' cults responsible for various religious duties like overseeing sacrifices. One High Priesthood dedicated to any number of gods can be trained per turn per Prophet. For fluff purposes, the High Priesthood can be made up of anywhere between one and twenty priests. Like Prophets, they can help revive incapacitated gods or outright banish heretic angels, but they are much less effective at doing either. High Priesthoods are currently unavailable as there are no Prophets to create them.
• Critters: Ranging from litters of adorable mini-Creatures to packs of fell, slavering chimeras, Critters help out with whatever it is Creatures have to do. To create Critters, two Creatures located anywhere on the material plane need to be instructed to create Critters by their respective, cooperative deities. As Creatures mingle using spores, there is no compelling need for them to be remotely close. For fluff purposes, this action can generate litters of anywhere between two and a hundred Critters with no mechanical differences.
• Angels: Angels are expensive but relatively versatile servants good for providing eyes on remote parts of the world, taking hits for Archangels, and whacking the odd Creature. As they count as heretic spirits to hostile gods, they can be banished (i.e. destroyed) by their Prophets or High Priests.
• Outsiders: Outsiders are cheap planar denizens that provide no meaningful worship and can only temporarily leave their home planes in limited numbers when summoned. They can be most anything animate, whether unthinking gelatinous cubes or mischievous winged monkeys, but the more powerful they are, the harder they will be to call. Unsummonable planar denizens are free and part of planar customization.

Spoiler: The Noise and the World (click to show/hide)

The material plane currently contains only an unremarkable empty disc at the center of which the Eye sprouts.

The inside surface of the celestial sphere is empty and devoid of stars, moons, or other holes, and the outer surface is not too different despite constant exposure to the Noise. Between the celestial sphere's faces are the gods' empty home planes and a common plane of as yet unspecified function.

The Noise is a realm of boundless chaos and possibility outside the celestial sphere, the home of the gods. Perhaps attracted by godly spheres, semisentient shards of the Noise periodically intrude on the world to rampage and generally wreak havoc only to be put down by the Eye after attracting its ire and attention. It is said that daring gods may obtain rare aligned acts from these strange entities...

Spoiler: Managing mortals and their cults (click to show/hide)

Creation/destruction
To create mortals, or notable animals follow these steps:

• (If prototypes don't exist for your species of choice: ) Create a prototype. This will produce 0 pops but is necessary to continue.
• Propagate mortals or Animals throughout the world, preferably specifying province but at least specifying region. Mortals start out without affiliations.

Destroying mortals is much easier and can be accomplished through smite actions. Prototypes cannot be destroyed as long as living pops of their species exist.

Civilizations

Civilizations develop when enough mortals manage to put aside their differences long enough to start trading shinies or building stuff together, but the enterprising god can also intervene to hurry this process along. In general, civilizations tend toward growing as long as their needs are met, and as time passes, discrete states may start forming from them. Six attributes are tracked for them:

• Abstract: Improves development speed in general but can damage rituals or piety
• Order: Improves defense and encourages centralized state formation but can suppress growth
• Military: Improves offense and non-growth spread but can stunt the economy
• Piety: Improves sacrifice/ritual quality and oversacrifice output but can damage development speed
• Growth: Increases population growth/migration but can split civilizations/states
• Economy: Improves diplomacy and endurance under oversacrifice stress but can weaken the military

Cults

Somewhat like civilizations, cults spring up wherever and whenever enough god-loving or god-fearing mortals gather in one place. They will tend to focus on those gods most present in their daily lives for good or for ill. A god of pestilence, for example, would likely attract enough attention (and offerings) from mortals specifically wanting to avoid getting sick. Sometimes, it really is easier to be feared than loved. A god of grain, on the other hand, may well end up getting ignored by mortals uninterested in settling down to tend to fields of grain even with bribe-blessings. There is no inherent limit to the number of gods a cult can serve, but most will narrow themselves to the most relevant/present ones.

If viable cults aren't forming quickly enough, Prophets and Priesthoods can be sent in to help them organize. Manual intervention is also possible but likely to draw Suspicion from the Eye.

Rites and rituals, or: The godly answering machine

A god has better things to do than listen to every single mortal in every single village in every single province in the entire world. To avoid having to micromanage blessings and curses and ensure mortals keep the sacrifices coming, gods or sufficiently devoted cults can invent all manner of rituals with very practical results. A god of fertility, for example, can invent a ritual involving the burial of a valuable iron knife for an improved harvest. Alternatively, the pious members of an ecstatic order may come up with the custom of burning locks of hair for attention from a god of change. In the case of mortal-invented rituals, the receiving god has the option of accepting the ritual and possibly adding further modifications, refusing the ritual and nullifying it, or rejecting the ritual and cursing the participants. Regardless of the option taken, the new ritual itself doesn't incur an act/Suspicion cost.

For god-designed rites, rituals with wide-ranging effects should generally require substantial, thematically appropriate sacrifices. The use of a standing rite instead of manual intervention has the happy benefit of not incurring personal Suspicion every time the blessing/curse needs to be deployed.

Oversacrifice

On a god's orders or for want of the effects of a ritual, mortals may start sacrificing or otherwise performing rituals beyond what the state or even civilization can sustain. Be warned; although the extra act income or piety may be nice, after a few turns, continued oversacrificing will begin degrading the state or civilization's attributes.

Afterlives, Betweenlives, and Beforelives

Gods have freedom to adjust what exactly happens to souls in their afterlives. They can choose to keep them (for which there's effectively unlimited capacity) or send them back or even eat them (which doesn't currently provide any discernable benefit).

Living mortals cannot survive in planes without eventually turning into souls in planes. They can still survive short visits if the owner of the plane permits it or at least doesn't make the plane too immediately deadly.

Heists and Rogue Gods (or is it God Rogues?)

Home planes are something like mortal homes but built by and for teleport-happy immaterial beings. Some things, like inactive Incarna chasses or souls, are effectively impossible to steal. Other things, like valuable loot and artifacts, are prime targets for divine burglars. Here are some ways you can keep your belongings safe:

• Station guards around important artifacts.
• Define your plane in enough detail that the GM has enough material to work with to distract would-be thieves.
• Always become invisible before entering your home plane. (This is only delaying the inevitable without other steps, though.)
• Avoid announcing high-powered artifacts.
• Only stash low-powered artifacts that aren't worth the effort to steal.
• Put your valuables right up against the Eye.

Rest and Recreation

Resting in one's home plane (i.e. not doing anything more strenuous than 1 generic act in a turn while being in one's home plane) speeds up actribute regeneration by a fair bit.

Tragedy of the Common Plane

Modifying the common plane requires consensus, but there are certain features potentially available to it that are unavailable for home planes:

• Secure storage for artifacts, e.g. needing passphrases to access artifacts
• Tunable unsafety for arenas and the like
• Oracles, angel foundries, and other facilities too powerful to be in an individual plane

The system used here is essentially 3d6 roll-under. Modifiers are applied to the target number.

Crits, matched successes/failures, advantage, flipping results

A natural 3 is a critical success and results in the best possible outcome happening (which may include helpful overshoots). A natural 18, on the other hand, is a fumble and can cause just about anything negative, fitting, and plausible short of incapacitation or death. Matched successes/failures produce bonuses/complications and happen when all three dice yield the same number, i.e. 2-2-2/3-3-3/4-4-4/5-5-5. Simple successes/failures cover the rest of the possible rolls, and for both opposed successes and opposed failures, the higher roll is considered more significant.

Flipping a roll turns 1s into 6s, 2s into 5s, 3s into 4s, and vice versa. The need for a separate pre-turn resolution step may result in the removal of this mechanic outside of combat in favor of automatic advantage.
