There are plenty of international agreements governing the Moon.
The nations that made the agreements are on Earth.
Enforcement however is .. debatable.

Summary: If China breaks the Moon, the other Countries will send a bill (or in the case of the US, renegotiate their debt in the favor of the US).

Lmao imagine what a gaffer it'd be if we crashed the moon back into the earth again. I wonder if it'd be possible to tether the moon and earth together with a giant elevator though, that'd be neat

Chinese would have to base there for that to happen.
