Title: Can't see petitions [STEAM]

I've just received the popup announcing a petition, but when I click on it I am told "You do not have an official capable of handling these matters."  I have both a baron and a mayor, both of whom have offices.  I've handled lots of petitions up to this point, however, this might be the first petition since this mayor was elected.  The mayor is uninjured, can move freely, etc. Any thoughts on what is going on?

Maybe it's some kind of spy that shouldn't even have a petition. He will keep making petitions, until he goes hostile and try to escape the map.

Since the mayor was just elected, is the mayor's office still assigned to the previous mayor?  The room designations are assigned to specific dwarfs, not the noble position.

No, this is actually the first mayor. But I removed and reassigned the office, and even arranged for an Unfortunate Accident to see if the new mayor would do better, but still nothing.
