No, it's the carp. They control the oceans and rivers with an iron...dorsal fin.
Hey, Scaleface, I see the dwarves in our water!

What would be cool is to dig out all around the frozen dude and have like a Han Solo thing.

That actually looked more like some water was flowing out over the top of some ice. Especially as you can see the muddy ice when you look at the water.
