We know why a link between two stockpiles isn't allowed to go in both directions - it would cause endless pointless shuffling of items between stockpiles.
But what if a link is between a workshop and a stockpile? For hauling in the worskhop to stockpile direction, the link being there is enough. But not for hauling in the stockpile to workshop direction - items are only hauled from stockpiles to workshops if a job in the workshop is going to use them. Pointless shuffling of items back and forth won't happen.
An example of a workshop that would benefit from two way links is a magma smelter. You smelt bituminous coal to make coke for use in steel making, but if you're not making steel right now, you don't want the coke to clutter the magma smelter, so you send it to a stockpile via a link. And when you do want to make steel, the coke is made available via the link in the opposite direction.
