I recall a while back a bunch of people (including me :( ) saying it did, but in recent testing I've been totally unable to get it to set anyone on fire.
As far as I can tell it's exactly the same as BURN :(
But yeah, Deon confirmed that you cannot light stuff on fire with HEAT damage. Damn shame, but that's the way it is.

BURN puts people on fire(after dead),HEAT does not.

I tested both HEAT and BURN and neither one was setting anyone on fire.
The damage messages are not the same after all, the first 2 are different (singed vs blistered, burned vs charred) however the rest are the same, my mistake.
Shame about not setting things on fire, I could have sworn it was before but I went back and tested on some older versions and none of the version I tried caused HEAT to set things on fire. I guess I am remembering wrong or some other mod I was working on was messing with things.
