How would I get, say, dragons to have offspring during worldgen? I already have it so dragons spawn in clusters at caves, but even after adding the child tags, they do not create offspring.

The easiest way to get it is to make them as a cave civilization (like kobolds).

That would work, but would they still function as megabeasts?

I changed my dragons to [SEMIMEGABEAST], and the game stopped giving them ultra cool names. Instead, they just ended up with one-word names. However, they did reproduce when I copied/edited the [CHILD:12][BABY:1][MULTIPLE_LITTER_RARE] from the Giant entry. Keep in mind that the game won't recognize the tag (according to wiki) unless they also have [SEMIMEGABEAST] tag on.
Instead of using reproduction and [SEMIMEGABEAST] tags, I decided to just up the dragon size to 45. This never gives me less than 9 dragons alive on a 257x257 after 1000+ years, and I've genned about half a dozen maps on these settings. You can easily count the number of living dragons in your world by going to your region6-world_sites_and_pops file. Just search for the word "dragon" and count how many you find in the file.

Watch out cuz i've seen bronze collosi with dragon in their name.
Also, i've never observed semimegabeasts breeding in worldgen. Do they actually breed? With birthdates and lineages in legends mode?
