I haven't tested everything. In fact, this change isn't even done. I'm almost certain that if you seduce or interrogate people then you can go above your limit. I'll probably leave interrogation as a loophole, though seduction is too easy to be left as a loophole like that. Right now, if you pay people $1000 to join you, they'll also ignore your recruit cap, which is intentional. That can be changed if need be.
There isn't currently a way to tell how many people you can support, but if you go to the promote liberals screen, it will highlight in green everyone who can lead additional people.
I've built a zip with the new changes for windows. If you want the source code you can get it off of the sourceforge SVN as always. Note that this download includes any changes that were committed to SVN prior to today, which means it should incorporate all the cool edits that others did to the game besides myself, as long as they committed them to SVN. :)

1) You now get driving experience for driving places and for driving in chase sequences.
2) Chase balance changed. It's harder to escape in foot chases. New chase flavor text depending on skill rolls.
3) Seduction recruitment cap in place. Uses a totally different cap based on your seduction skill level.
4) There is a black market on the outskirts of the city that you can go to to buy illegal weapons at a markup.
Edit: The CCS is like an AI player that is very good at the game, and they're fighting against you. As you go along they're going to get more and more prominent and will be a real hassle to overcome their frequent operations showing up in the paper. As long as they're in action, they'll make the country degenerate much faster too. Just remember that they *are* in the same city, they're just hitting different targets at different times than you. If you can somehow get the information about their safehouses, you can attack them directly and weaken or even destroy them.

Try wandering around the city park or latte stand or some other public area for awhile if you have trouble finding one to kidnap. As long as you don't raise the alarm, they won't shoot at you when they see you. But you may need to ask them on a date to kidnap them, as they usually go armed.

It takes WAY too long to find them in public places.
Hostages repairing clothes will be fixed. As will sleepers counting toward recruitment limits (actually, all people interrogated into joining will not be counted). I haven't decided if CCS striking stores is a bug or not.
I've made CCS Members (now known as CCS Vigilantes) appear at a higher rate for the next release. You -might- have better luck trying the gentleman's club, but mind the dress code.

I'm not seeing this in my testing. The only obvious way this could happen is if you somehow took a Liberal hostage, which itself should never be possible. Have you been able to repeat this?

I'll test it a bit further, then if I don't see anything, could you let me know after the next release if it's still happening? It may be that I fixed it without realizing after all.
