how do i know if my one of my members has enough juice to recruit more ppl?

Each person has an expanded character sheet screen that you can access through the review menus or by selecting their number twice in a squad (once to bring up details about them, again to bring up a full screen display). This sheet will show you a) how many people they have recruited, and b) how many people they can recruit.

Additionally, the amount of juice required is constant. Your people can start recruiting at 50 juice -- or sooner, if they start with leadership. The exception is the founder, who starts with 6 free recruit slots. You can find more details at the LCS wiki:
