I uncovered the location of an enemy safehouse, and have raided it several times, killing more than 20 Conservatives. Still, I just can't SHUT IT DOWN! Do I have to kill bosses in addition to the mercs, veterans, priests, hicks and the like?

There's 3 hideouts IIRC.

It's really hard to shut them down in this verison, you need to kill a lot of them. It's probably too hard. It should also tell you when you've done enough, but it doesn't.

Well... Relative to the fact that once you defeat the Conservative crime squad the game might as well declair you the victor... I don't think them being so difficult to take down is a flaw

Really, its almost too easy in the current version. Train up one good squad of bad-asses and hit them full-force, just keep attacking untill sometime after the MASSIVE RESPONSE comes, then make sure you have a good driver and a fast car and you can can take out all three safehouses in about two months or so, depending on how quickly you can make the CCS guys squeal.
If you don't take them out fast, in a lightning campaign on their safe houses they will really hamper your progress.
If the safehouse didn't shutdown after a single attack, you didn't hit them hard enough.

I believe that the secret to taking down the CCS is racking up a large bodycount in a single raid. I think 6 is the magic number, which is harder then it sounds. Alternatively, you might try setting fire to their base and lingering on site a long time so the fire spreads.

Six? Unlikely. I raided the bar and grill four times in a row once; with one of my sword squads. I killed over 40 CCS members; including at least seven of them lovely Hardened Veterans who wear heavy body-armor. No shut-down there. Though, later, for some reason, I only killed a few, and it was mine.

More like 30, actually. I typically aim for 20 kills at any other site, but for the CCS that doesn't cut it.

I think you have to do all the killing in a single raid.

I killed 40 the first time around. 20 the second and third. Below ten on the last run, and then after that, I just stopped by, killed somebody, and the place was mine.

I think guaranteed shutdown comes from killings done AFTER the Massive Response. You can kill umpteen people before the MR, but it doesn't seem to do much.

Maybe it's related to how long the CCS has to build up strength? I hit them as fast as possible whenever they crop up. They are a cancer and cancers are to be killed by waves of gangsters with AR-15s.

I'm pretty sure it has to do with MASSIVE RESPONSE.
If I hit a CSS place, no matter how many I kill, it wont flip to me.
If I hit a CSS place, and dick around until the MASSIVE RESPONSE police come in, then slaughter them as well as hicks, the place becomes my safehouse afterwards.
