Then next human and elvish caravan that turns up, select all the goods and seize them. You'll get your drama soon enough

However your dealing largely with a community that looks towards Dwarf Fortress for crippling esoteric difficulty.
Lastly a difficulty setting may end up pointless later once Goblins and other such creatures actually have to travel to your location instead of their regular "Teleportation" that they do now.

There was a very good thread a while ago about a SimCity-like catastrophe menu, that sounds just like what you're needing.
