First off, I half-suspect this is already in. But if it's not, it's definitely the logical extension of other civilizations installing their own administrators at captured sites. It could even happen at undisturbed sites if a leader, say, has personal ethics way out of whack with those of his civilization.Although the title says "in world gen," this is obviously something that would be cool to see happen during actual gameplay too, like all the other incredible new world-gen stuff.
