Title: Time management/priorities

Another idea I had was to have the fortress manager able to set priorities for ALL labor. Pulling levers is the most important duty in the fortress, for instance - handy for those trap-heavy fortresses. It will certainly help when you've got 50 objects to load into the depot and everyone is off hunting, mining etc.

Expanding on this would be time management. Dwarves should get unhappy if they have to work continuously - even a dwarf shouldn't be able to work, sleep, eat, work for days at a time and remain perfectly content. Dwarves need time to socialize and make friends/enemies/other social attachments, so why not have the manager able to set a specific amount of time for all dwarves to go idle for a bit, to eat, sit in meeting halls, and even play games if they're implemented (Dwarven chess, anyone?) before getting back to work. Going even further, you could have dwarf unions demanding more time off work! Alcohol, overall fortress happiness and recent events could all affect how disgruntled dwarves are with having to work for long periods.
