note that to do this, you must bring an Agent over to your side via Persuasion or Seduction... a guitar squad makes this much easier. Or you could try to get 20 in either stat.
The reason: Enlightened cannot recruit.
Anyhow, an agent that is brought over to the LCS via these methods *keeps their juice*! So, a converted agent can immediately recruit that month. Due to the population of the Ministry of Love building, the chances are almost 100% that this sleeper will recruit ANOTHER AGENT... who will also have (200?) juice.
This leads to a chain reaction where you can end up with over 100 sleeper Agents in under a year game time, all stemming from your one original agent.

Agents start with juice? I thought they just had intense stats naturally...

They once had intense stats naturally, but that proved unbalancing. So the concept of juice was invented, so that Agents start off all powerful, and then when they join up your side, they are significantly debuffed.

So do CEOs, Judges, Eminent Scientists, News Anchors and Radio Personallities. I think.
How do you tell? Well, one way is to convert them through persuasion or seduction.
Another is to play guitars at them (successfully). For enemies that have juice above 100, *name* seems less badass! For no juice, *name*'s Heart Swells!

If the Conservatives didn't have juice of their own, how else would they have a juice-based rank system!? Take an office worker, eminent scientist, mercenary, and an agent out on (separate!) dates, and you'll see they have differing titles. At any rate, though, perhaps there should be a Conservative name for "Juice." Something like... Power.

I noticed that conservatives have juice by checking their stats in the "hostages" list. Is there a list of all the conservative titles anywhere, by the way?
Chain-recruiting agents should probably be considered a bug. A glorious bug.

But on a more serious note, you're bringing in people with large, dedicated followings - is it that much of a surprise that they can get their followers to convert to Glorious Liberalism? The only juiced conservative (afaik) who wouldn't wield that much political power would be the Agents, who are supposedly quite well-versed in tying people to chairs and making them convert. There should probably be a near-zero chance of having a sleeper recruit these juiced-up conservatives, but the fact that it works this way seems fitting.

While liberals are powered by something as natural and sweet as Juice, conservative masses are kept flowing by greasing them with Oil.

Maybe so. By the way, Police Negotiators (familiar to those who've reached the endgame) appear to be moderate as they're not red, while they're still treated as conservatives for combat purposes. Just what are they?

Actually there is such a name: Notoriety. Juice just is a useful shorthand, since Notoriety behaves exactly the same as Juice. You can see this if you kidnap conservatives.
In addition, Moderates also have Juice mechanic too...except the Moderates call it Fame. You don't see that though, because the game prohibits you from kidnapping moderates.

playing music decreases juice, so playing music dosen't work.

Actually music works/may work, as it won't reduce juice once it's under 100 and I think 50 is needed for recruitment. Not sure, though. Seduction will work better (although you only need it for the first one, obviously).
THere' something that bothers me, though. How do the sleepers recruit new sleepers? Seduction? Nope, they don't have more romantic interest. Persuasion? They don't have exceptionally good skill that's required to persuade agents.
Or perhaps they just benefit from knowing people around the facility who could be less conservative and can manipulate them with their firendship and such.

Or you could kill the CCS, which will net juice for all your sleepers.

no no, after more music playing, he goes from "seems less badass!" to "heart swells"
and he cant recruit, in the sleeper menu, it says it needs more juice

I'm not sure exactly sure how much juice do agents have initially (around 200 I think), how much juice does guitar reduce per shot (I think it's 100) and how much juice they need for recruiting (50 I think) BUT if the agent was at 151-199 juice at these values, or 251-299, it would be possible to get a recruiting one with music. Juice damage is easy to fix, though, just have him/her/it do sleeper crimes. Once the first one reaches high juice enough, the recruitment cycle can start.
