I suppose this is probably a bug.
My mayor decided to mandate the creation of crystal glass items. This was annoying, because I haven't been able to find any rock crystal. I was digging exploratory shafts everywhere, but still hadn't found any when the mandate deadline passes.
The mayor quickly assesses the situation and determines who is to blame: himself. My mayor ordered himself beaten. I kept looking at the 'justice' screen, refusing to believe my eyes until the Captain of the Guard came and gave the mayor a pair of yellow wounds.
My mayor used to be the fortress's only glassmaker, and according to the wiki the dwarf who had the skills related to the mandate usually gets the blame, so this sort of makes sense. You'd expect them to make an exception for themselves, though.
I hope he gets reelected.

EDIT: In retrospect, I'm bad at searching, and this is on the reported bug list. Dang.

My Captain of the Guard was just sentenced for violation of a production order. Who's going to chain him up? We'll see if he does it to himself.

I had a Captain of the Guard get ordered for a beating once. Unfortunately he waited for "someone else" to give him one instead of giving it to himself.

Maybe it's a personality thing? Like if you had a really, really honest anti-corruption mayor, he might do that. If not, then it should be.

I wish I could order myself beaten to a pulp. I just don't have the guts, so I punch myself in the jaw for being useless instead. Many people fear me for some reason, maybe it's the knife I use to sharpen pencils.

I had a dwarf who went from content (I think) to extatic when he was jailed, because the cell was so well furnished (*gold chain*, bed, table, chair, and engraved floor).
