Im guessing its a bug that this appears to be successful. I should point out that the central point of the Still overlaps the bottom left corner of a Meeting Zone in that hall, could that be the cause. I know you have to build workshops over mooding dwarfs if the workshop wasnt available before the mood, could this be the cause?
*Edit* Forgot to mention, Im still running 33c. But I didnt spot any about this problem in the change logs for D or E.

This is not a bug, it is a feature.
As glass is a trasted as a type of gem, and a Still becomes a Jeweller's, should he have created the Beer-bottle of the Nibelungs :)
