A few versions ago, before the military base was put in, I found an exploit.

If you enlighten someone and have them go and kill hundreds of people, you'll only get one or two points of heat.

well it does look like they have just gone crazy.
but remmber that heat builds up over time,my attack team can hide out for a few days anywere and not get a raid.
