I recently had this issue: a training spear struck my hammerdwarf in the foot and shattered the bone. I've been using this little Danger Room for 12 years or so, and never before had such accident. I thought that bad things happen, but then realized that the dwarf was one of my favorites. Which meant she had more protective stuff than usual, for example an artifact adamantine dress. Well, a dress doesn't protect feet apparently, but what about steel boots? Turns out the dwarf had only one steel boot, on another feet. The broken one had two socks instead. I felt quite cheated by the game - I checked, and she was wearing all stuff assigned, which means there was no intention to wear the other boot...
After a quick control I determined that even some of the older dwarves wear only one boot. More precisely, if a dwarf is assigned metal footwear but no socks, he/she wears two boots, on two feet. If a dwarf is assigned both socks and metal footwear (I employ this scheme in newer squads) he/she wears two socks and one boot - socks are usually on both feet, but not always, as was the case of my unlucky dwarf. And I have spare boots in my bins of course. Now, what to do to straighten this up? Anyone observed such bizarre behavior? Obvious resolution would be to remove socks from armor template. But if I want to use socks for some reason?

There is a limit to the number of clothing items a dwarf can wear, but it is rather arcane and I don't understand it.

The socks were made of troll fur and giant cave spider silk. The boot(s) are steel high boots, and all dwarves wear also steel greaves. I always thought that every leg has its own limit, but now I'm not sure. Still, dwarves can wear two mailshirts, a cloak, a dress and maybe something else, and have problems with damn socks. Hm, if I understand it correctly, they really can't wear two socks and a highboot. But they shouldn't be able to wear two socks on the same foot in the first place, should they?

I have noticed that the dwarves using the standard pre-designed 'metal armor' uniform get this problem, even if you change manually their pieces of equipment and their material, while those with custom created-from-scratch uniforms assigned dress themselves properly.

Socks are glitched, because footwear isn't foot-specific. So they'll gladly wear two socks on one foot, a high boot on the other, and promptly get their foot torn off by a groundhog. As much as the dwarves lust for socks, they cannot be trusted to wear them, ever.

I see. So ditching socks is a reasonable solution. Kind of. And yes, the armor layout I use for newer troops is actually an old Metal Armor, but modified by me. Dwarves with a completely new "Clothing" armor (civvies) wear socks and shoes, though it seems most of them wear two shoes and one socks... I might have a deficit of socks though. Anyway, I'm done with them. Seeing as they cannot protect even from a training spear, phew.

I suggest making
cheap copper thoughtfully protective, time-intensive steel armor for everyone. You can imagine it as being like the dress code in a B-movie sci fi flick, where everyone in the future wears awkward clothes with randomly shaped plates sewn in. Who needs soft socks when you could swaddle your toes in cold metal plates?
Edit: Oh! Completely forgot about the useful question I had.
Is it possible to assign dwarves a pair of socks, wait for them to put them on, THEN assign a pair of boots on top of them to achieve the desired one-sock-one-boot-per-foot state? I have never tested this due to my zero tolerance law for socks and their sympathizers.

If the uniform is set to 'replace' the dwarves should manage to put everything on, if it does not exceed the rules (i.e. no leather armor AND a breastplate for example).

Problem is they wear everything they got assigned. My civvies with "Replace" clothing wear two shoes and one sock - they have only one assigned. Anyway, ditching socks solved the problem, every soldier except the poor sod in my infirmary threw them away and got a new, shiny, steel boot.
