I'm pretty certain this is a bug, if a mod could move it to the correct forum that'd be fine.
Seems related to these bugs. Unflowing magma didn't transfer heat, fixed. Unflowing lava (or even magma just below the surface) does not transfer heat in the same manner described in the reports.

I've asked around, no one seems to know what the issue is. Perhaps this thread should be a bug report?

The below image shows heat transfer working properly underground with magma, but not working above ground with lava. I know the image shows a constructed vs natural wall but I also checked it with an underground constructed wall of identical material. The issue can also be replicated with the tiles directly above and below, both under and above ground.
