No need for extra tools. Those items are 'forbidden' meaning your dwarves won't interact with them. Most enemy or merchant gear is forbidden by default and the reclaimed fortresses are riddled with forbidden gear.
For specific items, you can loo'k' at the item and press 'f'orbid to claim it. You'll see {these} disappear from the outside of the name, which means its no longer forbidden.
You can also designate large areas of items/workshops with 'd', 'b', 'c'laim.
I'll warn you that your dwarves can take an entire year or more to carry all the clothing to stockpiles, so be a bit careful with it. You have no need to produce anything for a while, except food and drink, and can trade off goods by the boatload.
DFHack can be useful for very quickly moving those items around, if you need it.
I should have been more specific with all the info i found and what I've already tried. These items are not forbidden, they are restricted. they have () around them, not {}. according to the wiki this means they were not produced in my fort. They were forbidden when i first got here but I unforbid them and claimed all of them but no change. It doesn't seem like my dwarves will even melt them. I've had metal armor, bolts, and weapons sitting in the bottom of the fortress for years.
