DF Gameplay Questions / Is it possible to influence the population in the world?

Tell me please. Suppose, if I create a fortress, through a dfhak, I will populate 1000 migrants into it and immediately abandon it. Dwarves inhabiting her disappear or disperse the world? Is it possible in general to influence the population in this way? Will they build new fortresses on their own in the near future?

Hello. In the new versions of df, the script for the siege challenge stopped working. Are there ways to cause a siege through the console? I would be very grateful if you help me!
