Rules:

1. The Game of Techno-Nomic World shall always include one player who holds the office of Techno-Nomic World God (TNWG) whose job it is to rule on all proposals.
The initial TNWG is Liberonscien.
The game shall never have an official winner or official end condition.

2. Players make Proposals to change the laws of the game or the facts of the world. All proposals must be given a concise title by their proposer for referential purposes. When proposing the proposer must underline the first use of the proposal title. Proposals must be designated "Rule" or "Fact" in the proposal title. A Proposal is submitted by posting to the TNW thread.

3. The TNWG will judge each proposal submitted and accept, reject or ignore it.
To ignore a proposal, the condition by which it is ignored must be explicit elsewhere in the rule set.
The TNWG may, at any time, modify or remove any existing rule or fact or enact new rules or facts by issuing a Divine Proclamation.
In addition, he/she may, at any time, issue a Directive calling for proposals in a certain area.

4. A rule or fact is not in effect until it is added to the OP.

5. If a player's proposal is accepted then they earn points. The number of points earned shall be chosen by the TNWG at their discretion.

Facts:
1. The setting of TNG was, initially, a featureless world called Techmos. Techmos is ruled over by a god called the Overclockmaker. The initial inhabitants of Techmos are randomly generated creatures. These creatures have memories of other worlds.

2. The Overclockmaker is the Divine Chairman. The Overclockmaker allows the inhabitants of Techmos to propose changes to Techmos. Proposals that the Overclockmaker likes get woven into reality.

3. The world is a planet, a nearly spherical piece of rocks of many different types, held together by a force called gravity, an attracting force between molecules.

4. There is a collection of various gasses, collectively called “air” that is used by organisms that appear like rocks to grow themselves by making and breaking chemical bonds from these gasses to add to themselves.

5. There are sedentary radially symmetrical tentacled creatures that feed on the moving rocks by waiting for them to hit the tentacles. When one is caught, they drag them towards the mouth.

6. All over the world inorganic molecules have come together and formed new organic life.

7. There is water on the planet, in rivers, lakes, ponds, swamps, and oceans that separate the continents.

8. Some rock creatures are less dense than their ancestors, allowing them to float or swim through the water.

9. The stones and earth of the planet contain various minerals and metals.

10. Organic grasses exist.

11. Some organic creatures live in water, some are filter feeders, some are photosynthetic, some are scavengers, and some eat other creatures.

12. There are many kinds of trees on the planet, ranging from hard to soft wood.

13. There are thousands of species of plants of all kinds on the planet.

14. Flying creatures drink juices from plants, pollinating them in the process as they travel from plant to plant. Some are made of rock while some are organic creatures.

15. The planet has all kinds of weather from rain and snow to hurricanes and tornadoes.

16. The world of Techmos has nine main continents and hundreds of islands. The nine islands follow the following themes:
Steam tech, Diesel tech, Clock tech, Atom tech, Tesla tech, Bio tech, Cyber tech, Magic tech, and Horror tech.
Each continent is detached from the bedrock of the world and slowly drifts around the world.

17. The Cyber Continent is inhabited by a civilization of sentient robots, they use super advanced factories to create more citizens.

18. The central nervous system of the bio continent aka sapient species of the continent consists of a civilization of large wasps who have added lungs so that they can grow to large sized regardless of oxygen content. They are a hive mind and they communicate using telepathy. Things that die are often used in their constructions.

19. The people of the clock continent are clockwork creations in themselves, they appear as humanoids made of bronze metal and gears.

20. There are creatures that hide in the shadows on the horror continent, and kill people that go into them alone and without light.

21. The Magic Continent is home to multiple races normally found in fantasy stories, such as elves, dwarves, kobolds, gnolls, orks, and any other races that come to mind.

22. On the Horror Continent lives a race of shadow people a description can't be given do to their nature but they do appear vaguely humanoid in shape and size.

23. On the Horror Continent, there a nearly transparent tree made of bone that, when touched, makes the one who touched it think they are in another location on the continent while they are actually still at the tree. This effect ends when someone moves them from the tree so they are no longer touching it. A result of this is that people end up second guessing whether they are really where they are.

Worlds:

Alpha Rules:
  • All Global Directors must agree to changes to the game. After 24 hours all proposals with at least one non-proposer yes vote are automatically accepted if unopposed.
  • Global Director limit of 6. Guests or citizens may register to the game as Global Directors when a spot is vacant or inherited by posting to the thread "I, [Username], who shall now be known as [Nickname], register to the thread as a global director and understand that I share responsibility for the content of Pure Nomic with the Global Directors."
  • The TC must update the original post. A rule is not in effect until it is added to the OP. Rules must be listed in the order they were proposed, except when a proposal or a revision suggests otherwise.
    In the case of the TC being unavailable for three days then all active Global Directors can vote on a replacement TC and make a new thread. When this happens the new TC must link to the previous thread in their OP and to the next thread in their last post in the old thread. TC is assumed to have left the game.
  • Character Creation

  • Any new rule that requires the TC to do something, must have TC consent. And can be removed by them later.
  • Disputes can be resolved with RTD Gladiator battles, hosted by a referee. The competitors would agree on one, or one would be chosen randomly if they couldn't. Anyone that volunteered to do it.
  • If a Global Director does not post to the thread for three days than they can be killed by any Global Director, and if killed are no longer signed up. They may resign/respawn at any time if there is still an open slot.
  • In the case of the TC being unavailable for three days then all active Global Directors can vote on a replacement TC and make a new thread. When this happens the new TC must link to the previous thread in their OP and to the next thread in their last post in the old thread. TC is assumed to have left the game.
  • Global Directors may earn points in a manner determined by the rule set. The purpose of said points shall be determined by the rule set. You can trade points. Upon your death you lose all your points.
  • Wednesdays you cannot propose any new rules or rule revisions. You may only make 3 proposals a day. A proposal may contain multiple new rules and or rule revisions, but Global Directors vote for or against an entire proposal. You may edit a proposal if it doesn't have any non-proposer votes. You may spend X-2 points to make an additional proposal, where X equals your total number of proposals today before your next one. If the proposer of a pending rule no longer supports it, it should be removed from the vote.
  • The host of matches in the RTD thread may, at their own discretion, allow guests in the RTD thread, at intervals determined by the rule set, to vote to give their favorite Global Directors boosts. The form these boosts will take will be randomly selected from a list. This list will be provided by the Global Directors in a way determined by the rule set.
  • The Global Directors rule over willing non-Global Directors. The means for this is to be determined by the rule set.
  • Guests may register to the game as Citizens by posting to the thread
    "I, [Username], register to the thread as a citizen and understand that my position is below the Global Directors.". There exist in-game organizations called "Divisions". Each Division is ruled over by a Global Director who may structure it as they see fit, within the rule set. Each Citizen must choose a Division to be a part of. Divisions are numbered in accordance with the GD who initially starts it.
  • All proposals must be given a concise title by their proposer for referential purposes.
    When proposing Global Directors must underline the first use of the proposal title.
  • You can roleplay a minor or mundane activity such as eating, excercising, reading, practicing a hobby, and anything that fits your character. Then you may give yourself 10 points. You cannot gain points this way again before next Wednesday.
  • Excluding this one, instances in rules(past and future) of the word "player" and "players" are to be replaced with the title "Global Director" and "Global Directors". All Global Directors are assigned the number of the player slot they fill. They may change number if that slot is open. They have the option to take a concise nickname. (GD-1 "Clockwork", for example.)
  • When proposing you must underlined the first use of the proposal title.
  • If you kill a Global Director you must describe your character slaying theirs and must have an Avatar or Duplicate on the same planet as one of theirs.
  • There is a ball. If you have it you can pass it to another Global Director. The TC starts with the ball and get's it back after 72 hours without someone passing it.
  • Each member of the game, Global Director, Citizen, or otherwise, may, at their discretion, designate heirs for their points and other possessions in special documents called "Wills". Wills may be as detailed as desired and may be conditional.
  • Every rule added, should be done exactly as proposed. Exceptions include: removal or addition of BBC formatting, removal or addition of indentation and spacing, removal of proposal clarifying text, and if the rule is effected by another rule.
  • Conditional rules get a chance at passing whether or not the original rule passes or fails. After the original rule is passed, the descendant can be treated like a revision rule, but if the original rule fails, the descendant can still have a chance as a new rule.
  • If you wish to make a proposal that does not effect game mechanics, and that does not increase the total number of rules, put "Bookkeeping: " before the rest of the proposal title and this does not count against your daily proposal limit. Proposals that do not qualify must not have the word "Bookkeeping" in the title. You may only have up to 10 pending Bookkeeping proposals at any one time.
  • Each Global Director has complete control over their own planet, and may choose the setting. They may have a link placed in the OP to one thread for the world.
  • A Global Director's avatar can change from world to world to conform to the setting. The avatar can be killed by the world's Global Director upon losing a Gladiator Duel they agree to participate in against another Global Director. Global Directors must roleplay their character traveling by some method of their choosing when going from one world to another, and there is a minimum travel time of 15 minutes. Global Directors are always able to post freely in this thread, no matter what world their avatar is on.
  • A Global Director may create duplicates of themselves to be on multiple worlds simultaneously, but if any Duplicate dies, they all do. If the Global Director that died respawns, the Global Directors of the worlds in which they had duplicates have the option to permit them to continue as if nothing ever happened. If duplicates travel to the same world they merge into the one that most recently active on the planet, and they do not need to roleplay arriving.
  • An accuser, who doesn't need to be a Global Director, must make an accusation by posting a Global Director's nickname in bold red font, and any supporting evidence of that Global Director having broken any rules. After posting the accusation the trial will last 48 hours, and there is no limit to the number of active trials. Any Global Director can support the accusation by suggesting a penalty; this can be death, a point fee of some amount and who it would go to if anyone, or both, or nothing at all. If 3 or more non-accuser Global Directors support the accusation when the trial has ended the defendant must suffer the penalty. The third highest penalty is to be enforced, going by death as the maximum and the number of points lost as the secondary scale. The Global Director to suggest the punishment is to carry it out within 1 week of the trial ending. Global Directors can change their suggested punishment or withdraw their support as desired throughout the trial.
  • Two Global Directors can agree on a means of Fast Travel from each of their worlds. This allows instant travel, but must require player action and at least 72 hours to obtain.
  • Each player must choose a non-organizational entity that will act as their spiritual representative. What this means is determined by the rule set. Entities must be approved by the other players.
  • The Topic Creator can give each Global Director a title by announcing it in the thread. After 72 hours the Topic Creator can give them a different title. The Topic Creator's title is Topic Creator, or TC for short.

Beta Rules:
  • There are two classes of rules: Alpha rules, which govern the Nomic; and Beta rules, which govern any in-game games. Alpha rules are to be listed under an Alpha header. Beta rules are to be listed under a Beta header. Alpha rules are to be referred to as Alpha-1, Alpha-2, and so on. Beta rules are to be referred to in a similar way. Alpha rules overrule Beta rules.
  • All characters must be aligned with an entity of their choice. This entity may be an individual (see clause B), a specimen of flora or fauna, an organization, or a deity (see clause C).
    Clause B: The individual may be the character itself.
    Clause C: The deity must be from a pre-existing (see clause C.A) religion or fictional work.
    Clause C.A: Pre-existing, for the sake of this rule, means before the character was made.
  • Global Directors can create multiple characters, but only one character can be active at a time. When the active character dies, GD can choose which of their backup characters takes the Acive character’s place upon death. Backup characters do not start with what the Active character had upon death.
  • Each player must be assigned an in-game class. The means of which is determined by the rule set.
  • Players can learn skills. The types of skills available will be determined by the rule set. Players learn skills when they do them for the first time properly.
  • Players can increase the level of their class by performing skills related to their class. Higher level skills are required to advance to higher class levels.
  • There is to be a class of rule called Holy Law. These rules govern player behavior and are determined by the Divine Law rule set. Violating Holy Laws incurs no point based penalty. Violating Holy Laws increases a player's Heresy Count. Locating violated Holy Laws increases a player's Piety Count.
  • If a Divine Law proposal is passed then it must be rewritten in pseudo-religious terminology.

Holy Laws:
  • It has been known since the time of the ancients that the deities exist in a state of duality, one for every aspect of the universe and its exact opposite. All must follow a deity lest their heresy against the gods incur a divine punishment. The gods shall be named in the chapters that follow.
  • The first deity that made itself known to our order is the god of chaos. Its name may not be spoken for its very nature is filled with a font of change. All attempts to name it have been in vain. Whenever a being attempts to speak its name, a random name will be spoken.

This is like a kind of "free form" RPG. There is not just one DM. Instead everyone acts as the DM for the person before them. Each player may decide how they want to do things, but try to be consistent. Please don't make rulings that are like, "Bob tripped and broke his neck and died." Try to tell stories.
I'll try to make posts sometimes that details inventories and status effects.
For example:
Sam: My character, Samus, is walking through the woods and looks around. (Sam does a simple setup, nothing special.)
Joe: Alright, perception check rolls a d20 and gets a 15 Samus is very perceptive right now and notices a log cabin. John, my character, is also walking through the woods and is also looking around. (Joe uses Sam's setup and treats it like a D&D game, rolls a dice and stuff.)
Bob: Cool. Uh... he finds a wolf. (Bob doesn't do that with Joe. Instead he treats it like a role play. That's fine.)

DragaNomic Starting Rules:

The OP
1. The OP has total control of the game.

2. If there is a proposal that the OP finds unfit then the OP may veto it.

3. OP may disqualify any player at any time.

The Players

1. You are all members.

2. You can choose any type of character to be but it has to fit the time period. The time period is currently medieval times.

The Proposals

1. Proposals are to be made via PM to the OP.

Winning

1. As you gain more points you will be elevated in levels. There are 5 levels.

2. Your level increases every time you pass a ten point mark. Accepted proposals give you five points, denied or vetoed ones lose you five points.

3. When you reach the 10th level you are eligable to win. You win by passing 5 consecutive proposals.

4. If you can not win, you are brought back down to the 1st level.

Rules:
If you locate a loophole in a game, you earn five points.
If you offer a patch/patches that are accepted, you earn ten points.
If a player discovers a loophole in your patch, you lose fifteen points unless five minutes have passed based on the timestamps on the two posts in question.
The player with the most points is to be designated the current winner, if people are tied, then list all the people tied as current winners.
The above rules can be modified by a majority vote or by the OP.
The score of the game is measured in points. Whenever a 'point' is mentioned, it refers to this definition, unless otherwise said.
Patches are considered for points both separately and as a whole group. However, only one patch can occur in a single post starting when this rule first appears in a patch. This specifically refers to the 'fixed' versions of the rules, not the word 'patch' or a cloth patch.

This game was inspired by a Board game I've heard of called Paranoia where players are not allowed to know the rules and Imperial Nomic.

Primary Rules:
1. The secondary rules for this game must be kept secret.
1a. Discussing the primary rules is permissible.
1b. Posting the secondary rules to this thread is a punishable offense.
1c. Discussing the secondary rules in this thread is a punishable offense.
2. Players may PM secondary rule proposals to the emperor who may approve them at his her discretion. The emperor does not need to make his her decisions regarding the passing or vetoing of a secondary rule be public knowledge. Players may only make one proposal at a time and must wait for their current proposal to be judged before making another.
2a. Players may communicate with each other to determine how many proposals have been made and judged.
2b. A person becomes a player by posting to the thread.
2c. A player may leave the game by posting the following to the thread: I Quit
2d. A player ceases being a player if said player has not posted for a week.
3. Players who are caught breaking rules by the Emperor will lose points.
3a. The Emperor is liberonscien.
3b. The Emperor is able to propose new secondary rules to his/herself.
3c. The Emperor can not earn or lose points.
4. If a player, who for the purposes of this rule shall be called the accusing player, believes another player, who for the purposes of this rule shall be called the suspected player, is breaking a secondary rule then the accusing player may pm an accusation to the emperor in the following format: I, (the accusing player's name), think (suspected player's name) is breaking a secondary rule in this/these posts: (quoted posts go here).
4a. If the accusing player is correct and the suspected player has broken a secondary rule then the suspected player shall lose a single point and the accusing player shall earn a point.
4b. If the accusing player is incorrect and the suspected player has not broken a secondary rule then the suspected player shall earn a point and the accusing player shall lose a point.
5. The Emperor will only communicate in the thread by changing numbers in the thread and by changing primary rules.
5a. The Emperor may occasionally bump the thread.
5b. The Emperor will occasionally ask players questions.
6. Points can be spent.
6a. Things points can be spent on:
The full text of a rule.
- Each rule costs its number.
-- Rule number one costs one point, rule number two costs two points...
7. The Emperor may change these rules if the game requires it to function better.

Lets play the Wumble Game! Those of you who already know the rules help out by awarding those new to the game penalty points as and when the rules require.

This is not Mornington Crescent with a different name. This game has actual rules; it has many tiers of rules.
