DF Gameplay Questions / sheriff

What's the trick to getting the sheriff's room?  I have the bed, the table, a chair, a cabinet and a chest there.  He accepts all of those.  I also have a weapon rack and an armor stand there assigned to him but the "n" menu shows him still needing them.  Why?

How can you get dwarves to encrust or melt specific items?  When I select the encrust option at my jewler, he just went around found some bone idol or something, and then used that.  I'd much rather he did ammo or something.
