DF Gameplay Questions / My hunter is refusing to pick up Crossbow bolts.

I've tried drafting him as a Marksdwarf, and Dumping/forbidding his equipment. In the latter case he picked up a fresh bow and quiver, then went about his day going into melee with wolves and cougars. He's still ALIVE which is pretty damn cool, but I'm confused.
I have other hunters and Marksdwarves, but they aren't having this problem. There's ample ammo in the fortress.
