DF Gameplay Questions / Dwarves are ignoring bins

Just as the topic says, in my most recent fortress my dwarves have begun completely ignoring the bins I've been producing. There are numerous stockpiles that need the bins, but they are going unnoticed and the ammo stockpile (for example) is instead filling up with individual bolts.
I've checked, the stockpiles have bins allowed (Max bins: 121 etc)
Any clue as to why this might be happening?

Fixed the issue, somehow my "Reserved bins" (in the [p] stockpile menu) count had shot up to 100, sorry to waste anyone's time
