I agree with this sentiment of refining the base whale products rather than just adding new ones and refining it when we get around to designing something new, especially since this gets a lot out of the way for the next design phase which is modernization prompt as MoP said, though I will admit unless we want to manually design updated firearms next turn I think upgrading the Whalelocks might be the better call.
The important factors that made me go for refining blubber is
A: it's the least likely to be notably improved when everything gets taken and turned into our starting armory, whereas we're probably not going to be running around with pseudomuskets in ww1.
B: it has the arguably the largest knock on effect of anything that can be improved. Since so much, including the whalelocks, are reliant on it to function as well as any future designs we want to power.

I quite like the whalesblood tattoos rev, but in the writeup it sounds like they provide general enhancements without actually saying it. Do they only give electrical resistance or is it more varied?
Electric resistance, but I imagine lightning to be a great concern for our people even outside dealing with the whales, so having resistance has more general utility outside of just dealing with whales.

Whalesblood Tattoos
It was presumably a very long story of how our people learned how to use a (very long) needle to safely extract blood from a whale, but presumably they were very happy to find it potable even after a largely passive discharge. While a longlasting nutritious (if not delicious) beverage and a cooking ingredient, a crossing with a nascent tattoo culture revealed a far more interesting use. The first use of whaleblood to tattoo a WhaleSlayer was probably more of a symbolic affair (raising spirits as a spirit gets raised,) and the WhaleSlayer in question was likely more surprised than anyone when they came back relatively unharmed.  Furthermore, no complications came of using whaleblood in the tattoos.
This sparked a revolution in Whalehunting, with accomplished WhaleSlayers able to not only refine their skills at dealing the deathblow, but also able to safely do things that would normally be unthinkably dangerous. In time, as the tattoos grew increasingly refined, specific motifs became reminders of the greatest of these feats. This curve along the bicep? It signifies the First Smith (no matter how different their methods, he is the spiritual father of smithing) who took a whale bone atop a great cliff. On this stormiest night, the bone was struck repeatedly by lightning till it glowed, and with twelve stone hammers he forged blade from the glossy white material. It is now known as the first sword, though none dared repeat his feat, the dreadful burn scars on his hands scaring off any would be imitators (the sword, ironically, thus became too precious to ever use.) Any WhaleSlayer could tell you of a hundred other examples, as well as which "unclaimed" markings they hope their own feats will be remembered by.
One final note on the more aesthetic qualities. The tattoos retain the color of the blood used to make them without fading. For most whales this is a wine-dark red, but blue blood isn't too rare, and others show up from time to time. The overall shaping of the tattoos has a visble upward flow along the arms and a downward flow towards the feet.
